At the beginning of 2017,the Civil Aviation Administration of China issued the Circular on issuing the adjusting scheme about charging standards of civil airport and it also provided that the new airport charging standards were implemented since April 1st.This issuance of charging document marks the first adjustment of airport charges which is made by Civil Aviation Administration since the implementation of Civil airport fee reform scheme and Civil airport fee reform and implement scheme in2007.The airport has the dual natures of public welfare and profitability.The position ing of the airport in the market is relatively complicated.The positioning of the airpor t in different periods has a great impact on airport charges and operating policies.It has been several stages since the initial establishment of the airport charge policy.Firstly,this paper summarizes the reform of airport charge policy,and summarizes its characteristics by analyzing every stage of the reform of airport charge policy.The main reasons for the reform of airport charges policy are as follows:The requirements of civil aviation system reform,the rising of airport cost,the marketization demand of airport and the internationalization demand of airport.This paper cites the opinion of press and airport annual report data to analyze the charging strategy of airport management agencies under the current charging policy and draw conclusions.The author thinks,based on the gradual evolution of China's airport charge policy,the airport management agency should made corresponding measures.First of all,as for aviation charges,the policy stipulates that the airport should charge according to the government's guidance price.Because international airline charges are still higher than domestic routes,airports should develop international airline services in order to increase total revenue.As for non-aviation charges,the policy tends to gradually liberalize market prices.In those airports where the flight volume is saturated and aeronautical business are restricted,airport management agencies should pay more attention to the non-aviation business in order to enhance the overall revenue of the airport by commercial income.
