Compared with traditional fuel vehicles,the characteristics of energy-saving and zero-emissions of pure electric vehicles have attracted much attention.China has taken the development of electric vehicle industrialization as one of the main measures to control air pollution and mitigate the energy crisis.However,the phenomenon of “there is no car with piles and piles without cars” is widespread.The distribution of such charging piles is unreasonable,which not only affects the normal use of users,but also reduces the utilization rate of charging piles,resulting in waste of resources.At the same time,there is a problem of “mileage anxiety” for users,hindering the large-scale rapid promotion of electric vehicles.For this reason,it is imperative to build a complete supporting facility for electric vehicles.This paper has done the following research work for the private public electric vehicle rapid public charging pile planning problem:(1)By analyzing the cooperation coverage idea,a user charging principle based on the electricity consumption model is proposed.This principle uses the electricity consumption to divide the service range of the charging station,and by determining the size of the relationship between the minimum reachable power of the user and the service range of the charging station to defined whether the user is within the service range of the charging station in order to ensure the user's charging reachability.At the same time,this principle defines a charging station selection service level concept to meet the user's increasing demand for charging options.(2)By analyzing the set coverage idea and the maximum coverage idea,an three-step location model with ensuring user charging reachability and minimum charging station construction cost and maximum charge station service coverage is constructed.The model reduces the number of charging stations to build and improves the utilization rate of charging stations on the basis of satisfying the needs of users.Using the theory of queuing theory in optimizing the service system,an optimal configuration quantity model for charging piles with the goal of minimizing the sum of charging station service fees and customer waiting fees is constructed.(3)Case studies were conducted in some regions of Changchun.The model of location and volume was compiled using Matlab,and the validity of the model was verified.
