The report of the 19 th CPC National Congress has laid out a clear road map for the construction of ecological civilization in the new era.The state's promotion of the practical application of sponge city technology reflects the concept of ecological civilization construction in all directions.With great emphasis on the construction of ecological civilization,evaluation of the stormwater management system in the Sponge City has become one of the current hot research issues.However,the assessment of the construction of the stormwater management system for the Sponge City still focuses on the single evaluation or simulation calculation of a certain technical facility or individual technical measures,and rarely considers the overall evaluation effect of the rainwater management system.Moreover,many investors mistakenly believe that the construction of the Sponge City is not only a high investment construction project,but also a low returns,which makes it difficult to implement the Sponge City Investment.Therefore,it is of great theoretical and practical significance to study how to fully and accurately evaluate the stormwater management system in Sponge City.In the context of the construction of sponge city,this paper re-positions the connotation of the stormwater management system,and teases out the relationship between the sponge city and the stormwater management system,and specifically analyzes the various components of the stormwater management system and the technical facilities involved,which provides a theoretical basis for the construction of evaluation model of stormwater management system in Sponge City.Based on the overall evaluation framework of the stormwater management system for the Sponge City,an integrated evaluation model is constructed from the three aspects of ecological,social and economic benefits,and measured indicators are based on the “Sponge City Construction Technical Guide—Low-Impact Rainwater development.Meanwhile,the cost efficiency analysis method is used to calculate the cost efficiency value of each technical facility,and initially made an analysis result on the life cycle cost analysis of the rainwater management system.This paper analyzes the effect of single evaluation of single technical facilities,and initially completes the evaluation work.In order to further clarify the construction level of the rainwater management system,on the basis of the above three aspects of the benefit analysis,the DEA data enveloping method was used to comprehensively evaluate the rainwater management system.Finally,according to the established evaluation methods and models,with the specific situation of Sponge City construction project of a comprehensive office building in Suzhou city,the evaluation of the rainwater management system of the case project is performed by index calculation,single evaluation and comprehensive evaluation analysis.This paper proposes new evaluation methods and ideas for stormwater management system in China's sponge city,which will provide reference for the performance evaluation and assessment of sponge cities in the future.
