Research On County Regional Rural Construction Planning In Lintan County

Ministry of Housing and Urban-Rural Development of People's Republic of China states that by 2020,village planning will be basically realized in counties(cities),aiming at overall administration and control at county level and effective guidance in village construction.However,in practice,as a newly emerged type of planning,there exists the problem of insufficient effects caused by the rather great difference between the two objective objects of County and Village in planning research and function,and of lack in village construction control and administration and guidance targeted at combining overall planning and effectiveness in village construction at present.To solve the problem reasonably and scientifically,to realize better control and administration of village construction at county(city)level,reverse the situation of increasing insufficient considerations in the countryside and other failures like blind planning,and the unsustainable tendency of disorderly construction like One Thousand Appearances in One Thousand Villages and One Appearance in One Thousand Villages,on the basis of practices in Lintan County,taking advantage of methods combining qualitative and quantitative research like inductive analysis,deduction,AHP,PCA,and ArcGIS space analysis,aiming at characteristics of and problems in village construction in Lintan County,the paper studies and constructs planning methods for village construction at the county level that correspond to the real situation and development requirements.The study is conducted under the principle of Adjusting Measures to Local Conditions,Different Measures for Different Conditions,and Different Measures for Different Levels,using methods of village classification and grading,constructs Dual Level planning framework for village construction at county level,including Dual Level content system and Dual Level technical route.Key study has discovered the direction and focus for village construction planning at county level in Lintan County,and has made in-depth study and discussion on innovations in planning methods,i.e.emphasizing All Area,Overall Planning and Collaboration at county level,constructing Three-level Village System and Three-type Space Control;stressing Classifying,Grading and Strengthening Effects below county level but above village level,creating classified and graded Village Construction Units,using reasonable and scientific techniques to classify and grade villages,establishing Classifications and Gradings for village construction,studying group features of villages,and implementing Conductive guidance administration and control.In the end,empirical study is made on the key content,and effectiveness of the above mentioned planning methods verified.The study suggests that solving the problem of difference in County to Village in planning research for planning administration and control at county level is key to village construction planning at county level.Dual Level framework is the major solution to the problem of difference in planning administration and control.Reasonable and scientific village classification and grading are the important measure for realization of Dual Level framework for village construction planning at county level in Lintan County.
