The level of port's development has become one of the important signs to measure the level of social and economic development in a country or region.Since2015,port production in China has remained stable.Under the new normal economic conditions,the development of port and shipping industry has presented new features and new trends,which has become an important opportunity for the transformation and innovation of our ports.With the implementation of major national strategies,such as the strategy of the Yangtze River economic belt,the "Belt and Road" construction strategy,and the construction of free trade pilot areas,our country will certainly put forward higher requirements for the operating efficiency of ports.The improvement of the port efficiency will help to enhance the competitiveness of the port.Therefore,the study of port efficiency has an important role in the healthy and orderly development of the port.Aiming at the limitation of traditional DEA model,environmental variables and random errors are incorporated into the research model,and the influence of random errors and environmental variables on the input redundancy is analyzed by using stochastic frontier analysis method.Using the feedback results of the model to adjust the input value,finally using the adjusted value to re-measure the DEA efficiency,so as to constitute the three-stage DEA model in this paper.The factor analysis method is used as the auxiliary model of the three-stage DEA model to reduce the number of indicators in the evaluation index system and avoid the linear relationship between the indexes,thus giving full play to the advantages of the DEA model.The three-stage DEA model is used to measure the efficiency of the six major ports in Jiangsu Province.The results show that the efficiency level of each port in Jiangsu Province is on the high side and is on the rise trend.There are good prospects for development,but some ports such as Nantong Port and Zhenjiang Port have the problem of low input congestion or low output level,and the waste of port resources is serious.After considering the environmental factors,the comprehensive technical efficiency value and pure technical efficiency value of each port show an upward trend,and the scale efficiency shows a constant and decreasing trend.It is proved that the external environmental factors and random errors of each port in Jiangsu province underestimate the pure technical efficiency measured by the first stage DEA and overestimates the ports' scale efficiency.Therefore,including the environmentalindicators in the evaluation system to measure the three-stage DEA,makes the evaluation of port efficiency more scientific and true.
