| In order to improve the quality of emergency plan for regional gas pipe network emergency environmental incidents,this paper builds a set of index system to evaluate the integrity,effectiveness and operability of emergency plan,which use AHP-fuzzy comprehensive evaluation method of index system of evaluation the hierarchical fuzzy comprehensive evaluation,and the total evaluation result is that the membership degree of evaluation set of emergency plan written by the company.And then judge the quality of the and put forward the corresponding improvement measures.Eventually it will make the enterprise write an more targeted emergency plan and control the enterprise risk in the lowest level,It provides a reliable reference for improving the quality of the emergency plan of emergency environmental incidents of gas pipe network.From the integrity,effectiveness and operability of the emergency plan,this article established a target layer,three level indicators,nine secondary index and 36 three-level index of regional gas pipeline emergency environmental accidents emergency plan level 3 assessment index system,including:(1)primary index are integrity,effectiveness and operability.(2)The secondary evaluation indexes are the integrity of prior investigation,the integrity of the organizational system,the integrity of the response,the effectiveness of the information management,the effectiveness of the measures,the effectiveness of command scheduling,the effectiveness of the resource protection,the operability of the emergency plan content and the operability of the emergency rescue system.(3)Besides,this article selects 36 three-level evaluation indexes,such as regional specific environmental risk receptors and field disposal unit.Then,this article use AHP method to determine the weight of each index.Among them,(1)the weight values of the primary indexes :contains “integrity”,“effectiveness” and ”operability”,are respectively 0.5192,、0.2608、0.2200.(2)Being part of “integrity”,the weight values of the secondary indexes: contains “the integrity of prior investigation”,“the integrity of the organizational system” and “the integrity of the response”,are respectively0.3202、0.5572、0.1226.Being part of “effectiveness”,the weight values of the secondary indexes: contains “the effectiveness of the information management”,“the effectiveness of the measures”,“the effectiveness of command scheduling” and “the effectiveness of the resource protection”,are respectively 0.1409、0.4559、0.1601、0.2431.Being part of “operability”,the weight values of the secondary indexes: contains “the operability of the emergency plan content” and “the operability of the emergency rescue system”,are respectively 0.6667、0.3333.On this basis,take the emergency plan of emergency environmental incidents of gas pipe network in jiangjin disteict written by the chongqing yuchuan natural gas co.according to the model of the emergency plan of emergency environmental incidents of gas pipe network constructed by the fuzzy comprehensive evaluation method.Using the expert investigation method with comment set "excellent,good,bad,bad" for the single factor evaluation index system to determine the index system of the bottom of the fuzzy evaluation matrix.Then evaluating the index system through fuzzy evaluation formula starting from the bottom to level.In turn,we can get fuzzy evaluation matrix of second-level evaluation,first-level evaluation and target layer.According to the principle of maximum membership,evaluation of indicators at all levels and target level comments can be ensured.Finally,we can judge the quality of the preparation of the emergency plan according to the target level comments.The results show that the gas network metro emergency environmental accidents emergency plan comprehensive evaluation results of X =(0.3123,0.5830,0.3123,0.5830,0.0000),according to the maximum membership degree principle to determine the quality of the preparation for "good",and it is perform well.According to the weak target in the fuzzy evaluation,the improvement measures of the overall air quality emergency monitoring in the region and the monitoring work of patrol personnel in the area are put forward. |
