The research on soil and water conservation has developed nearly 100 years in China.The small watershed management for soil and water conservation has rich governance models and experience,since its extending advanced experience from the Yellow River Basin to the whole country.It is found that the implementation of water and soil conservation projects can also have the sponge effect,such as storage,drainage,and diversion,in the reducing and controlling process of small watershed management for soil and water conservation.There are differences,focuses and overlaps between small watershed management for soil and water conservation and the construction of sponge cities through comparative analysis.The two theories' purpose is saving water,storing water and being purified water,and then improve the ecological environment.Therefore,the small watershed management for soil and water conservation provides a new applied perspective and ideas for the watershed management of sponge city as a good entry point.According to Meta-analysis,there are many similarities in basic concepts,core theory,construction system and technical support between the small watershed management for soil and water conservation and sponge city construction.The small watershed management for soil and water conservation has relatively mature theory and practical experience and can be used as the basic support of sponge city technology landing.The construction system of sponge cities is established preliminarily and refers to regionalization,operation,and management mechanism and technical measures system of the small watershed management for soil and water conservation in China.For the first time,it is proposed that optimize sponge city using ways of the division of soil and water conservation and is combined with the annual runoff control rate distribution of sponge city.The technologies of Small watershed management for soil and water conservation are applied innovatively to the technology system of watershed management for sponge city.It is found that the small watershed management for soil and water conservation can provide a reference for the construction of sponge city.Based on the watershed as a unit for division not only ensures the integrity of the ecosystem within the basin but also avoids the repetition of the spatial scale of sponge cities.It has certain inspiration to define the boundaries of sponge cities' construction as well.At the same time,it has important reference significance to the construction system of sponge city with Chinese characteristics.
