With the spread of Shanghai City, the town around the megapolis has been experiencing the period of speedy urbanization, and become the mixed section where immigrated outlanders, relocated farmers and the city residents. So the public service and utilities supplying has been one of the difficult problems of the government and urban planning, but the emergence of difference between the underdevelopment of public service utilities supplying and the increasing demand of people has effected the communities' healthy development.The subject of many studies concerning communities is mostly community management. Considering the various types of community, the complex population structure and imbalance in development among communities, traditional and unitary planning for public service utilities is unsuitable; therefore, according to the existing and characteristic of outskirt areas, the study of public service utilities is indispensable.The paper focuses on Malu County, discusses the problems and causes of current stage by comparing and investigating, advances staged planning project, designates objective, task and method in every stage cooperating with community partition and regional plan, and prepares for the smooth transition. In addition, the result of the paper could be reference for the planning of public service utilities in the other outskirts areas, and supply better public service for the resident in the towns during the period of urbanization.
