Research On The Practice And Management Of The Owner In The Construction Process Of 220 KV Substation

As the energy artery of the national economy,the power grid is stable or not,which directly affects economic development and the quality of life of the people.As an indispensable part of the power grid,substations play an important role in the national economy.Due to the huge investment in construction of 220 kV substation,long construction period and many related units,it is basically invested by state-owned funds in China.As a proprietor,the grid company plays the role of engineering decision maker in the design,supervision and construction units.And the manager role of the central coordinator,Therefore,based on the research of the owner’s management of substation engineering construction,it is of great significance to the improvement of power grid construction management level.This paper first introduces the characteristics of power engineering and the work content and workflow of substation construction based on owner’s management.It analyzes the main problems in the current substation engineering construction process,such as:engineering legal compliance documents are not complete,engineering quality management is not in place.There are a series of problems such as hidden dangers in the project,lags in the progress of the project,incomplete engineering data and unscientific arrangements for the completion of the project.In response to these problems,this paper proposes specific management measures,through legal compliance documents to prevent omissions;improve the quality of the project through refined construction drawings,provide construction techniques and strict inspections;eliminate hidden dangers through creative establishment of a secure three-level network.;improve file management by clarifying file management responsibilities and archiving requirements;improve the efficiency of project completion acceptance by optimizing the acceptance process.Finally,the paper validates the effectiveness of the management measures in this paper through the 220 kV Penglai substation owner management practice,and looks forward to the research on 220 kV substation engineering construction based on owner management.
