Engineering project management usually include different aspects such as quality, time, cost and safety management, in which time management plays an important role. Because our country's economy is in a stage of rapid development, economic growth and the improvement of people's living standard have increased the demand for electricity, which requires power companies to provide high quality power products. At the same time, private capitals have began to enter the construction field of power engineering, state-owned electric power companies are experiencing fierce competition in the market. These factors have pushed power companies to reduce costs in electric power construction projects and improve quality in power operation process in order to gain a competitive advantage. Further, in the process of electric engineering construction, it needs to improve management performance and to reduce cost from the perspective of time management. Therefore, it is necessary to introduce theories of modern project time management to the field of electric power engineering construction process. To ensure that the power project can be finished on time with good quality, it needs to do a good work in the preparation of project construction, compile reasonable time plan, strengthen the construction process control and completes the allocation of different resources.Taking the construction project of the substation of 110 KV white dock in the Dongying Guangrao as the research subject, this research applies methods and techniques in modern project time management, and explores different questions existed in the project. More specifically, this research studies the processes of from the progress plan, dynamic monitoring, engineering progress on schedule adjustment, summarizes the problems existed in the construction and provides possible solutions. Using the critical path method (CPM), this study discusses the important role of time management in electric power construction projects and illustrates the application CPM in time management, which provides a feasible and effective way to finish projects on schedule based on milestone plans. Although this project failed to finish on time because of various reasons, the study of this project using theories of time management, shortens the construction period at its best efforts, and provides practical implication for managing similar projects in time control.
