As China's overall national strength continues to increase,contracting overseas projects is an important step for China's contracted companies to step out of China.It is an important measure to demonstrate China's technology and learning advanced concepts abroad,and is also a manifestation of Chinese companies' integration into the global market.In the overseas engineering project contracting market,we must take risks while ushering in opportunities.At present,most overseas contracting companies in the overseas engineering project market do not have high judgment on the risks that may be encountered during the implementation of overseas engineering projects,and lack the awareness of risk management.As a result,the measures taken to deal with risks cannot effectively solve the problem.The contractor's risk identification,analysis and risk assessment of overseas engineering projects not only affect the effectiveness of project risk management,but may also determine the fate of the contracting company.The number of overseas project contracting projects is large,environmental conditions are complex,and there are many participants and comprehensiveness.There are many potential risk factors and they are different from domestic engineering project risks.There are complex links between risks,which makes contracting companies have to strengthen overseas.Project contracting risk management efforts to improve the contractor's own risk management and control capabilities.The contracting company shall identify the risk factors that may affect the project in advance through scientific and reasonable risk identification methods,establish an overseas project contracting risk assessment index system,and use applicable risk assessment methods to assess the overseas project contracting risk level,and then formulate effective risks.Control plans and risk management measures.This article starts with the perspective of China's contracted companies,first discusses the definition,characteristics,classification,and corresponding risk management of construction project contracting risks and overseas project contracting risks,and it is helpful for managers of companies that contribute to contracting overseas projects manage risk.Secondly,an overseas project contracting risk evaluation index system was constructed by identifying risks.The evaluation system divides risk indicators into three levels,with a total of 39 basic risk indicators.Based on the risk classification of production safety accident grading and risk classification theory,the overseas project contracting risk classification is divided into four levels.Then,the combination of improved AHP and variable fuzzy set method was used as a risk assessment method,which was introduced into overseas project contracting risk assessment.The reasons for combining improved AHP and variable fuzzy set method were discussed.Combining the improved analytic hierarchy process and variable fuzzy set method specific calculation steps.Finally,through case analysis,it is proved that it is feasible to combine the improved AHP method and variable fuzzy set method as overseas project contracting risk assessment method,and the evaluation result is reasonable and objective.
