Study On The Optimization Of The Implemen Tation Evaluation Of Conservation Planning For Historical And Cultural Towns And Its Application

At present,China has successively announced six batches of famous historical and cultural towns.In the historical and cultural heritage protection system,the protection of historical and cultural towns is a very important part of the protection of historical and cultural heritage,but the protection of famous towns is still in its infancy.Urban planning belongs to a public policy.Experts and scholars in planning circles are gradually paying attention to its implementation evaluation.China's current assessment of urban planning implementation is mainly directed at urban master planning.However,there are few evaluation studies and practices for the implementation of protection planning.No mature assessment system has yet been established.Based on this,this paper firstly analyzes and analyzes the protection of historic and cultural towns and the evaluation of urban planning implementation,and summarizes the existing deficiencies in the protection planning of historical and cultural towns and their implementation evaluation.Put forward the protection planning for historical and cultural towns in the following four aspects: the preparation of protection planning emphasizes “reporting” light “guaranteeing”;the protection of planning machinery is duplicating,lack of locality;planning management is lagging behind,implementation efficiency is low;and public participation is not received Fully implemented.The implementation of the protection plan assessment has the following three difficulties: the evaluation content ignores the feedback evaluation of the preparation of the plan;has not yet established a programmatic evaluation step;lack of a standardized assessment mechanism.According to the characteristics of historical and cultural towns protection planning,specific methods such as goal-oriented approach,qualitative and quantitative integration,and public investigation are adopted,and operability,level and multi-participation are adopted as evaluation principles,and the current protection plan is implemented for evaluation work.Insufficient to suggest corresponding optimization.Optimize the protection plan Implementing the evaluation system;the content of the assessment of historic and cultural town protection is highlighted,including the implementation effect,implementation process and planning.First of all,it is necessary to evaluate the implementation effect and analyze the reasons for the poor performance.Then,feedback the problems reflected in the implementation results to the implementation process,evaluate the implementation process,and analyze again the problems in the implementation process;afterwards,implement the results and implementation process.The existing problems are fed back into the planning process and the preparation of the protection plan is evaluated.Optimize the process of implementing protection planning assessment: collect assessment data—analyze characteristics of famous towns—interpret protection planning—determine assessment content and assessment elements—assess analysis—analysis result analysis.In addition,a standardized protection plan implementation evaluation mechanism was proposed to ensure the smooth implementation of the assessment of the implementation of historical cultural town protection planning.This will improve the evaluation system for the implementation of historical and cultural town protection plans,with a view to provide a reference basis for the evaluation of the implementation of protection plans for historical and cultural towns in the future.With the application of Zhenzhi Town of Suzhou City as an empirical case,the implementation of the “Protection Plan for Suzhou Historical and Cultural Towns(2011-2030)” was evaluated,and the assessment results were analyzed and fed back;then,the protection plan for Luzhi Town was followed.The function of the project was summarized and suggestions were made for its revision.At the same time,the problems existing in the implementation of the protection plan for the town of Luzhi Town were considered and feasibility suggestions for the implementation of the conservation plan were put forward.
