The Study On The Improvement Of Navigation Service Capacity Of Qinhuangdao Port

With the sustained and rapid economic and social development in our country,as well as the demand for port transport increasing rapidly,improving the efficiency of port navigation becomes an important measure to ensure the rapid development of port transport.As an important port on the northwestern coastline of the Bohai Sea,Qinhuangdao Port has become an important energy export port in China and is also one of the international ports of major source of China’s foreign trade.With the steady development of cargo throughput,the problems restricting the efficiency of port navigation have become increasingly prominent.The main problems are the shortage of the number of berths,and lack of service capabilities.However,with the transformation and upgrading of the port,the development mode has changed from rough to intensive,and saving resources such as shoreline,land and water resources should be put into important positions.This requires an in-depth study of how to optimize existing resources to ensure the growing port development needs.This paper analyzes the status of the port entry of Qinhuangdao Port through comparative analysis method,data verification method and other management principles such as new public service theory and entrepreneur government theory,and objectively pointed out the current deficiencies in the service measures for improving port efficiency of vessels before arriving at berth,including the suitability of port infrastructure equipment,the navigable waters before berth,the service level of traffic organizations,and the degree of informatization,and conducted in-depth analysis of the causes of the shortage.Based on the advanced experience at home and abroad,combined with the document requirements of China’s port construction and management,this paper gives some measures to improve the navigation efficiency of Qinhuangdao Port:The first is to establish rules and regulations in various fields to provide institutional guarantees for the improvement of navigational efficiency service capabilities;The second is to optimize the navigation infrastructure,strengthen the construction and maintenance of infrastructure,and build a solid hardware foundation for improving the efficiency of navigation;The third is to change the mode of supervision,give full play to professional advantages,improve navigation safety management,and promote the transition of service concepts of navigational efficiency;Fourth,using existing resources,and through measures such as setting up a mooring area before berth,carrying out technical innovations in the service capabilities of the traffic organizations before berths;The fifth is innovating science and technology drive,using intelligent traffic organizations to improve navigation efficiency service capabilities.Through the above measures,it is possible to effectively improve the service capability of navigation efficiency through technological transformation and technology guidance on the basis of effective resource conservation,and at the same time maintain a steady growth of port cargo throughput,to provide guarantee for port transformation and upgrading.
