Hubei province is located in Central China,the middle reaches of the Yangtze River,which has geographical advantage of linking the eastern and western regions and also connecting northern and southern regions.With the implementation of "The construction of the central fulcrum",new opportunities and challenges will come out in Hubei Province.The transportation industry,as the basic,pioneering and strategic industry in the national economy,is an important support and guarantee for the realization of the strategic goal of "The construction the central fulcrum" in Hubei Province.Road transport is extremely significant as the basic role of the integrated transportation system.In recent years,highway traffic has developed by leaps and bounds in Hubei Province.The scale level of overall road network,technical level and service level has been effectively improved.However,the development of Hubei provincial trunk road network,especially the provincial highway network is lagging behind,which can be futher optimized.In this context,this paper systematically studies the layout of road network in Hubei Province,which can provide decision-making reference to optimize the layout of highway network in Hubei Province,and further enhance the service level of provincial highway network.This research has strong theoretical and practical significance.Firstly,this paper analyzes the situation of economic development and provincial highway network layout in Hubei province,pointing out that the network scale is small,rate of coverage is lack of depth,technical level of some road section need to be improved further,moreover connection with national highway is poor,and overall efficiency is not sufficient.Secondly,according to the principle of provincial highway network layout,the optimization scheme of highway network layout is obtained through the importance degree-district bit line layout method in Hubei Province.In the aspect of node,the node evaluation index system is established,which includes GDP,total industrial output value,resident population and other special indexes of urban flow intensity,the principal component and cluster analysis method are used to sort and grade the importance degree of eachnode.With regard to the traffic location line,the formula of universal gravitation and nodes between traffic location line,which can be used to classify the traffic location line intensity,are adopted in this paper,the four node level and the "six vertical and four horizontal" layout were obtained.Again,with employment of technical,social,resources,layout and structure level,this paper constructed the provincial highway network layout evaluation index system,and then used improved TOPSIS method,which based on rough set,to comprehensively evaluate the situation and optimization method of 2015 provincial highway network.This evaluation draw a conclusion that the optimized scheme is superior to the current situation,especially the technical aspects has a great effection to the conclusion,environmental factors are paid more and more attention.Finally,this paper put forward to four policy suggestions to improve the provincial highway network mileage and technical level,concluding clear development orientation of Hubei provincial highway network,accelerating the process of the construction of the provincial highway network;paying attention to the provincial highway network and environmental protection in construction of road network.In this paper,the use of node importance degree-district bit line method and improved TOPSIS method based on rough set is used to study the optimization and evaluation of provincial highway network layout,which enriches the theoretical system and provides reference for highway construction of provincial highway in Hubei Province.
