| As a key node of inland shipping,Wuhan Yangtze River shipping center shoulders major missions such as enhancing the development momentum of Wuhan shipping and deepening regional exchanges and cooperation.However,Wuhan's shipping industry chain is still not perfect.The concentration of port and shipping resources is insufficient.The high-end and modern shipping services,such as shipping finance,are relatively less developed.The construction of Wuhan shipping center faces constraints.In 2017,the “13th Five-Year Plan” for the development of Wuhan Newport(Wuhan)pointed out that Wuhan must adapt to the new normal of economic development,and drive innovation to deepen the structural reform of the shipping supply side.It is proposed for the first time to build settlement center functions and payment settlement platforms to optimize the shipping trading and service environment.The “Wuhan Shipping Center Master Plan” also formally proposed the “Settlement of Wuhan Project”,which is based on attracting domestic and foreign shipping companies,shipping service companies,etc.to set up clearing centers in Han,and relying on Wuhan Shipping Exchange to build an online transaction settlement platform and create a shipping settlement center.Following the structural reform of Wuhan shipping supply side and complying with the actual needs of the Wuhan Yangtze River shipping center's rapid construction,this paper explores academically from a theoretical perspective and systematically studies the impact mechanism of the Wuhan Shipping Settlement Center on its shipping industry chain.This has become an important reference for assessing the significance and necessity of the construction of shipping settlement centers,and it has certain theoretical and practical significance for more effectively promoting the improvement of Wuhan shipping industry chain.Firstly,this paper systematically combs the theory of the shipping settlement center and the shipping industry chain,which defines the government-guided platformbased shipping settlement center,and defines the basic structure of the shipping industry chain and the characteristics of each development stage.On this basis,the status quo and existing problems of the Wuhan shipping industry chain are summarized,and the operation mode of the Wuhan shipping settlement center is viewed.Secondly,using the diamond model,industrial value chain theory,industrial convergence theory,industrial assemble theory,and shipping finance theory,and taking the development of the shipping industry chain as an entry point,this paper builds the “2-6-2” analysis framework.That is,from the perspective of industrial agglomeration and industrial integration,the two dimensions of horizontal expansion ——“quantity change” and longitudinal extension ——“quality change” are divided.Relying on the interactive relationship among the six diamond model elements,based on the organization mode among the participating entities of the shipping settlement center platform,and the characteristics of its own shipping financial functions and transaction service channels,taking the diamond elements as the point of action,combined with the actual situation in Wuhan,this paper deeply studies the function mechanism of Wuhan Shipping Settlement Center for the shipping industry chain,as well as the impact of its resource allocation and industrial value chain,then draws the path of the mechanism.Finally,the countermeasures and suggestions for improving the effectiveness of Wuhan Shipping Settlement Center for shipping industry chain are put forward.The innovations of this paper are listed as follows:(1)systematically summarize and classify the organizational types and formation models of the shipping settlement center,so as to enrich the theoretical connotation of the shipping settlement center;(2)using industrial agglomeration theory,industrial integration theory,shipping finance theory and industrial value chain theory,etc.,taking the shipping industry chain as an entry point,the two perspectives of industrial assemble and industrial convergence are divided.In connection with the elements of the diamond model,based on the operational mode of the shipping settlement center,and taking the change of diamond elements caused by the shipping settlement center as the trigger point,this paper explores and obtains the mechanism path of Wuhan Shipping Settlement Center' impact on the shipping industry chain.The study has enriched the theoretical system of practical issues,and at the same time,it has closely linked with the actual situation,thus proposing specific countermeasures and recommendations,so that this paper has certain relevance and practical applicability. |
