since the implementation of the minor vacation system,the leisure and entertainment time of the people is also gradually increasing.Traveling has become a major way of leisure and entertainment,and tourists’ demand is also gradually changing from early scenic spots to recreation,enjoyment,experience and other numerous demands.Highway traffic,with its characteristics of convenience,flexibility,speed and direct access,has become one of the main travel modes for tourists.Self-driving travel has also become a popular travel mode.The "opinions on promoting the integrated development of transportation and tourism" jointly issued by the six departments of the state marks the climax of China’s overall tourism construction,which also poses new challenges to China’s tourism highway construction.In recent years,many provinces and cities have invested a lot of manpower and material resources in the construction of tourist highways,but there are still some problems,such as the low integrity of the tourist highway network system,and the generally low level of tourist highway.So urgent need to establish a scientific and reasonable methods of tourism highway network planning layout,to guide the construction of tourist highway network.In this way,the regional tourism resources can be rationally allocated and the development of regional tourism can be promoted excellently and rapidly.On the basis of reading and sorting out relevant literatures,this paper puts forward the concept of tourist highway,and makes an in-depth analysis of tourist highway from three aspects: type,function and hierarchy.Based on this,advances the concept of tourism highway network.This paper analyzes the connotation characteristics of the tourism highway network from the two perspectives of the elements of tourism highway network and its role in the road network system,and then draws the difference between the tourism highway network and the highway network.At the same time,the paper points out that the tourism highway network should pay more attention to the consideration of tourism resources in the planning layout.Based on the analysis of China’s existing tourism resource evaluation standards and the current tourism development trend,it is found that the existing national tourism resource standards have some defects in the current tourism mode of leisure vacation and interactive experience.Therefore,the existing national tourism resource standards are optimized and a new tourism resource evaluation index system is constructed.According to the layout and the functions and characteristics of the tourism highway network,introducing the theory of regional tourism development into the traditional method of highway network planning.A new method of tourism highway network layout is formed which Combined the theory of "core-edge" with the method of node importance,The node importance degree model is constructed by taking the tourism resource evaluation grade,the number of tourists and the tourism income as the influencing factors.The node importance degree is divided by cluster analysis,and the core area and the marginal area of tourism are divided according to the node importance degree.Arranged the regional tourism highway network with hierarchically planning which based on the core area and the marginal area of tourism.The first level connects with the external tourism highway,and the second level connects with the internal tourism highway.The internal accessible tourist highway is composed of the internal trunk tourist highway and the internal branch tourist highway.Based on the analysis of the functional characteristics of regional tourism highway network,the principles of regional tourism highway network planning and evaluation are determined.The paper picked twelve evaluation indexes,such as the proportion of tourist highways,the connectivity of scenic spots and the accessibility of scenic spots from the perspective of technical performance,social economy and environmental impact.An evaluation target system of tourist highway network planning is constructed.This paper analyzes and compares the advantages and disadvantages of four commonly used evaluation methods of road network planning.According to the requirements of the evaluation of road network planning,selects fuzzy matter-element analysis method as the evaluation method of road network planning according to the requirements of the evaluation of road network planning.Finally,taking the planning of tourism highway network in Teng Chong city as a practical case,the tourism resource points are taken as the nodes of regional tourism highway network layout.After dividing the core area of tourism and the peripheral area of tourism,the final regional tourism highway network is obtained according to the hierarchical planning layout method.Evaluate the planned regional tourism highway network scientifically and verify the scientificity and rationality of the planning method of regional tourism highway network,and provides theoretical basis for the planning and layout of regional
