Study On Operation Of River Chief System In Shanxi Province

The full implementation of the River Chief System is the need of The Times and the embodiment of the concept of "ecological priority and green development".Due to the shortage of water resources in Shanxi Province and the uneven distribution of rainfall in time and space.It has become almost normal for the river to be cut off in non-flood season.Moreover,Shanxi Province has suffered from serious structural pollution due to its industrial structure dominated by the energy and raw material industries for a long time,as an important energy and chemical industry base in China,Therefore,shortage of water resources and serious water pollution are prominent problems in Shanxi.In this context,the full implementation of the River Chief System in Shanxi Province not only satisfy the requirements of the central ecological civilization construction,but also reflects the urgent desires of shanxi people to improve the water ecological environment.On the basis of combing the existing literatures,this paper explores the status quo of the operation of the river length system in Shanxi Province under the administrative contract system through field investigation and in-depth interview.The investigation shows that Shanxi Province has achieved initial results in implementing the River Chief System,and has made outstanding achievements in water resource protection rate,water quality compliance rate and water ecological restoration.However,some problems existing in the process of implementing river length system in Shanxi Province can not be ignored.At present,river chiefs system is mainly a kind of administrative governance,which needs to be legalized and upgraded to legal governance,so as to ensure the long-term standard operation of river chiefs system.From the perspective of administrative governance,it involves multiple and complex relationships between river chiefs at different levels,between river chiefs and departments,between river chiefs and regions,between departments,between regions,and between river chiefs and the public.The paper analyzes the vertical pressure mechanism from top to bottom and the horizontal cooperative governance mechanism of each participant and puts forward countermeasures and Suggestions.It proposes to strengthen the central government's role of value guidance,local governments guide enterprises to transform and upgrade,and control the total amount of water use to improve water efficiency.We will improve the mechanism for the examination and supervision of river chiefs and strengthen the linkage of the horizontal coordination mechanism.In terms of the legalization of river chiefs system,the legal nature and responsibilities of river chiefs and river chiefs system should be clarified on the basis of its legal positioning,and the relationship between river chiefs,department management and regional management should be straightened out.
