Research On The Promotion Of General Contracting Engineering From The Perspective Of Path Dependence

The general contracting system has been widely recognized by the construction industry for its overall advantages in design,procurement and construction,and has become a contracting model widely used in international engineering.However,in the 30 years since China proposed the development of the general contracting system,its scale and effect have been very small,Therefore,it is of great significance to study the promotion of the general contracting system.Based on the path dependence theory,this paper combs and analyzes the process and mechanism of path dependence in the process of institutional transformation of China’s engineering transaction system from traditional contracting mode to engineering general contracting system.On this basis,the government regulation level and the government’s evolutionary game model construction and solution to the construction market guidance level are selected to find out the key factors affecting the generalization of the general contracting system.Through the analysis of the process of institutional change,it is found that the long-term adoption of the traditional contract-sourcing model in China’s engineering transaction system has led to the formation of a path at the government regulation level,the government’s supervision of the construction market and the construction enterprise level,which led to the promotion of the general contracting system slowly;in solving the game model,the current state of the Ministry of Housing and Urban-Rural Development and the uncoordinated coordination of other departments is the unstable equilibrium point;in the government’s guidance to the construction market,the cost of the owner’s general contracting system is adopted and the benefits obtained after the adoption of the owner determine the effect of the system promotion.Finally,the proposal of the general contracting system for the promotion of the closed-door path is proposed.All government departments should coordinate and promote the relevant policies.The government should provide financial or financial subsidies for projects that adopt the general contracting system,promote the insurance system,and reduce the “trial and error costs”of the initial promotion enterprises,so that the benefits of the general contracting of the project are fully reflected and far greater than the “ free rider” of the enterprise.The benefits of construction companies should change traditional thinking,cultivate compound talents and carry out enterprise reforms.
