Research On The Problems And Countermeasures Of Water Safety Production Supervision In L City

Safety production concerns the safety of people's lives and property,the healthy development of economy and society,and the great rejuvenation of the Chinese nation.With the rapid development of national economy,water resources are becoming more and more important in protecting people's lives and property.The main contradiction of water control in China has changed from the contradiction between people's demand for eliminating water hazards and promoting water conservancy and inadequate capacity of water conservancy projects to the contradiction between people's demand for water resources,ecological water environment and inadequate regulatory capacity of water industry,and the responsibility of supervision of water safety production.Ren is becoming more and more important.However,the supervision of safe production of water resources is faced with such problems as weak foundation of supervision facilities,solidification of supervision system,inflexibility of mechanism and imperfection of legal system.How to build a more mature safety production supervision mechanism,improve the safety production management system,realize the modernization of management ability,and promote the overall level of water resources safety production to adapt to the goal of building a well-off society in an all-round way is the thinking direction of every personnel engaged in the supervision of water resources safety production.This paper adheres to the concept of "life first,safety first",takes L city water resources safety production supervision as the analysis object,and carries out the research of this paper with the research thinking of "summing up experience-raising problems-analyzing problems-solving problems".Specifically,it can be divided into an introduction and four parts:The first part is the basic concepts and theoretical basis.First,the concepts of water conservancy,safety production,safety production supervision and government safety production supervision system are clarified.Then,the theory of safety production management and government supervision is elaborated.Finally,the L city water conservancy safety production supervision and management system and the work system of safety production supervision are sorted out to provide theoretical basis for the following analysis and countermeasures.The second part:through the general situation of L city and water conservancy,make clear L city water conservancy safety production object.The author summarizes years of regulatory experience:1.Strictly implement the responsibility of work safety;2.Incorporate work safety into the planning;3.Seize the key points to carry out various forms of work safety supervision;4.Strictly carry out hidden dangers investigation and treatment.The third part:After discussing the current situation of L city's water resources supervision,it analyses the existing problems of L city's water resources safety supervision.This paper analyses the different problems from three perspectives:the subject of supervision,the object of supervision and the way of supervision.Supervisors have problems in the concept of supervision,supervisors,establishment of institutions and establishment of institutions;the objects of supervision are divided into under-construction water conservancy projects and operation water conservancy projects to analyze the problems separately;there are problems in the mode of supervision,such as single mode,lack of funds,lack of education and training,and so on.The fourth part:In view of the problems in the third part,the author combines the theoretical basis of the first part and the current situation of the city's water resources safety supervision work in the second part,and puts forward feasible countermeasures suitable for the local area.Including:1.Deepening the institutional reform,changing the concept of supervision;2.Optimizing the mode of supervision and defining the cost of production safety;3.Grasping the key points of supervision and improving the efficiency of supervision;4.Joining forces to promote standardization construction.In conclusion,through a brief description of the general situation of L city and the general situation of L city's water resources,taking the present situation of L city's water resources safety supervision as an introduction point,combining with the theoretical system of water resources safety supervision,this paper deeply analyses the existing problems in the work of water resources safety supervision through literature research,individual interviews,questionnaire survey and so on,and innovatively puts forward pertinent and operable solutions to the problems.In order to provide suggestions for the development of safety supervision of water resources in L city,this paper preliminarily explores the establishment of local safety supervision pattern of water resources,which includes government supervision,market regulation,enterprise dominance,industry self-discipline and social participation.
