Water conservancy project favor of countries and peoples. Plays an important rolein the development of China’s thousands of years of history. Water conservancy projectin flood control and drought, irrigation, water resources development and utilizationhas outstanding contributions. Quality and Safety Engineering is a prerequisite to play arole in the protection of water conservancy projects, so the quality and safetyengineering construction supervision is an essential component. Modern constructionof water conservancy projects have been established around the requirements of qualityand safety oversight body, the water conservancy project quality and safety productionsupervision, inspection, enforcement, strengthen the management of quality, safety andother aspects of construction. Although China invested heavily in water conservancyproject, there are still problems in the quality and safety supervision.In today’s rapid development of information technology, water conservancy andinformation technology breakthroughs in various fields has, where quality and safety ofwater conservancy project management has become increasingly dependent oninformation technology, accelerate the construction quality and safety management ofinformation technology, networking, the era engineering quality and safetymanagement requirements. Therefore, the management information system for themanagement of water conservancy project quality and safety supervision work is toimprove the supervision and management of important ways.In this paper, work demands quality and safety supervision and management ofwater conservancy projects, and from the business process, technology theory,functional architecture and other aspects of the study of management informationsystems. Combined with the actual situation in Tianjin, quality and safety supervisionand management of water conservancy works, the development of appropriate qualityand safety of water conservancy projects in Tianjin supervision and managementinformation systems.The system in accordance with the " Tianjin water conservancy constructionquality and safety supervision manual " management requirements, the use ofinformation technology, network technology, computer technology and softwareengineering theory to develop, establish a complete and effective hydraulic engineeringquality and safety supervision and management information systems, enables thesystem to support advanced, secure communications and network infrastructureplatforms, the realization of hydraulic engineering quality and safety supervision and management of remote data reporting, online project approval, data management,real-time project information query and statistical functions, facilitate monitoring fullsharing of information resources management, real-time remote management ofhydraulic engineering quality and safety supervision.
