Research On Optimal Allocation Of Water Rights In Xiwei Reservoir Of Zoucheng City

As a kind of natural resources,the exploitation and utilization of water resources are closely related to the development of human society.Although 72 percent of the area of the blue planet we live on is covered by water,the water resources available for direct use by human beings only account for 0.007 percent of the earth's total water resources,and the problem of uneven distribution leads to severe water shortage in many countries and regions.At the same time,the pollution and waste of water resources are becoming increasingly prominent,which aggravates the contradiction of water resources.In China,water shortage has become a major bottleneck restricting the sustainable development of social economy in many cities.The rational and efficient use of water resources has become a hot issue in today's society.Water rights,namely the property right of water resources,is the specific application of the concept of property right in the field of natural resources.Reservoir water rights refers to the ownership,distribution right,management right and use right of reservoir water supply project.At present,many experts and scholars at our country and abroad have established many water rights allocation models on the basis of different river basins,and allocated reservoir water rights in different ways and obtained a lot of experience.In this paper,on the basis of consulting the relevant data of water rights allocation,the theory and application of water rights allocation at our country and abroad are compared and studied,and the analytic hierarchy process(AHP)is selected as the main method for optimal allocation of water rights in reservoirs.The scheme for confirming the water supply rights in the current pattern of Xiwei reservoir in Zoucheng city is to allocate water right quantitatively.The optimal allocation of water rights in xiwei reservoir is studied in this paper.Based on the characteristics of the water situation and water use in Xiwei reservoir basin and its changing rules,a rational water rights allocation system was constructed by using the long series of time-varying water calendar and the analytic hierarchy process(AHP)to qualitatively and quantitatively allocate the water rights in xiwei reservoir.Compared with the scheme of confirming the water supply scale in the present situation,the scheme of optimal allocation of water rights in reservoirs has more advantages in improving the utilization efficiency of water resources and rational allocation of water rights.It is conducive to the rational and efficient use of water resources and the sustainable development of the region.
