At present,China is vigorously promoting the implementation of the “tax reduction and fee reduction” policy and the realization of the goal of building a strong transportation country,striving to reduce the pressure on small and micro enterprises and reduce the rate of transportation industry.Moreover,with the rapid development of global economic integration and e-commerce industry,shipping demand has increased rapidly,and China’s shipping industry is playing an increasingly important role in the international logistics transportation system.In the course of shipping development,shipping infrastructure has played a crucial supporting role.The port construction fees collected are all used for the construction of shipping infrastructure,which will improve the level of shipping services,which is conducive to the stable development of the shipping market and enable shipping companies to obtain greater benefits.At the same time,however,the levy of port construction fees on goods that have been opened to the outside world will increase the cost burden for the owner or carrier(for inland navigation).In the context of the continuous decline of the shipping market economy,this contradiction has caused great controversy among all parties.It analyzes the impact of the port construction fee collection on the shipping market,and clarifies whether the port construction fee should be levied and how it should be levied.The formulation of the construction fee collection and management policy has important practical significance.Based on this,this paper has carried out the following research:Firstly,it expounds the current collection status of port construction fees and the development level of the shipping market,and qualitatively analyzes the influencing factors of the shipping market and the relationship between the port construction fee collection and the development of the shipping market.Secondly,according to the influence relationship between the port construction fee collection and the development of the shipping market,the conceptual model of the influence path is established,and the variable index of the model is set.On this basis,a questionnaire was set up in conjunction with the research purpose to collect sample data.The SPSS software is used to test the normality,reliability and validity of the sample data to determine whether the sample data satisfies the requirements of the structural equation model for parameter estimation.The AMOS software is used to establish the initial hypothesis structural equation model.The sample data is imported to estimate the path coefficient between each latent variable and the factor load between each observed variable and the latent variable.The influence path of port construction fee collection on the development of shipping market and the degree of influence are analyzed.And evaluate and correct the model.Finally,based on the influence path,the VENSIM software is used to establish the system dynamics model of port construction fee and shipping market development,simulate the causal relationship and dynamic change behavior among various elements within the system,and analyze the impact of port construction fee collection on the shipping market.To predict the development trend of the shipping market.And experiment with different port construction fee collection schemes,observe the changes in the shipping market benefits under different schemes,and propose corresponding improvement measures for the optimization of port construction fees and the development of the shipping market.The research shows that the collection of port construction fees will be affected by the port construction fee collection efficiency,port construction fee collection policy,and the satisfaction of the payers.The rate of port construction fees will affect the development of the shipping market to a large extent.According to the research results,this paper puts forward some policy suggestions from the port construction fee collection rate,collection policy,collection method,supply and demand relationship in the shipping market,etc.,to optimize the port construction fee collection system,so that the port construction fee can better exert its value.Reduce the cost of enterprises,improve the competitiveness of shipping,and promote the long-term healthy and stable development of the shipping market.
