In recent years,Chinese National Economy has been rapidly improved.The progress of urbanization and construction management were further accelerated and developed.The cost control and management are important to all stages of a construction project.During the construction management,the cost control is required to carry out in each stage of a construction project to achieve the economic effectivenessThis thesis is based on the project management core concepts of 'controling detail,focusing on major,paying attention on reward and punish,calculating accounts,optimizing institution'.In this study,the construction project-X Land Port was analyzed to understand its cost-overrun issue in decision-making stage,design stage and implementation stage through methods of case analysis,literature research,interview research and value engineering theory.The research outcomes are as follow:(1)The decision-making and design stages account for more than 95%of the total project investment.Therefore,it is necessary to focus on product positioning and optimization,resource optimization,establishing cost management process and management system.(2)In the process of a project,attention should be paid on process management and schedule optimization.The cost verification and deviation correction should be carried out during the construction stage.(3)Establishing three cost management systems to provide standardized cost control templates for the subsequent development of new projects,which are target management system,dynamic monitoring system and post-evaluation system.
