Study On Safety Risk Management In Construction Of A Railway Project Close To The Operating Line

Every year there are a lot of railway construction project in China,among which some of new railway construction are inevitably close to the operating line in the planning.At the same time,the existing line reconstruction and expansion project will inevitably face the problem of construction close to the operating line.In the construction close to the operating line,it is necessary to ensure the normal construction and safety of the projects under construction,as well as the normal operation and safety of existing lines during the construction.The construction and transportation influence and restrict each other,and the safety risk is prominent.The construction close to the operating line is facing greater and greater safety pressure.It has become an urgent problem in the field of railway construction safety management to analyze the influencing factors and action mechanism of the risk in construction close to the operating line,seek reasonable methods to evaluate the risk level and put forward corresponding preventive measures.On the basis of referring to the domestic and foreign advanced experience in risk management,this thesis research and analysis the application of the safety risk management of the construction close to the operating line.The main work is in the following:(1)on the basis of summarizing the characteristics of construction close to the operating line,combining with the engineering data and experience of the author,the questionnaire method,case summary method and "WBS-RBS" method were used to identify the risk factors in the construction close to the operating line,and the list of risk factors was established through classifying,merger and screening.(2)To evaluate the identified safety risk factors,the analytic hierarchy process(AHP)is used to calculate the weight coefficient of each safety risk factor and determine the degree of influence of each safety risk factor on the project construction.The comprehensive ranking of safety risk factors is conducted through quantitative analysis.(3)Based on the risk factors that have a greater impact on the construction,form targeted safety risk response strategies,establish safety risk response measures,and construct the safety risk management system.This thesis provides a theoretical research method for safety risk management of construction close to the operating line,in view of the specific case analysis,help to promote the construction enterprises to establish or perfect safety risk management system of construction close to the operating line,provide instructions for avoiding safety risk and reducing loss in the construction close to the operating line in the future.
