As an industry that serves the infrastructure construction,the survey and design industry is accompanied by the continuous growth of the Chinese economy and has made tremendous contributions to China's modernization drive.In recent years,the country's economic development has stabilized,investment in infrastructure construction has slowed down,the economic structure has been gradually adjusted,and development methods have been constantly changing,which has brought about tremendous changes in the external economic environment in which state-owned survey and design companies are located.Besides,the external environment in which state-owned survey and design companies depend for survival is changing with each passing day with the publication of the 13th Five-Year Plan,the implementation of national strategies such as the " Belt and Road",the introduction of new urbanization and other related policies,the introduction of new technologies and concepts such as 3D printing technology,BIM," Internet+",and the ever-increasing levels of people's high demands on housing,transportation,education,medical care and other aspects related to people's livelihood.At the same time of changes in the macro environment,the entry barriers to the survey and design industry have been reduced.The state has supported and introduced private survey and design enterprises and foreign-invested survey and design enterprises,and the state-owned survey and design companies have become rigid and poorly managed.The problems have made the state-owned survey and design companies need to recognize the situation,according to the changes in internal and external environment,combining with the company's own resources to timely adjust the company's development strategy and seeking transformation and development.Therefore,the development of a transformation strategy that suits the company's own reality has become the focus of the survey and design company to maintain competitiveness and continuous development under the new situation.This article takes ZJLY state-owned survey and design company(hereinafter referred to as:ZJLY company)as the research object.The introduction summarizes the researches of domestic and foreign scholars on enterprise strategic management and the transformation strategy of state-owned survey and design companies.The second chapter puts forward the theoretical basis of the thesis research including strategic management theory,strategic environmental theory and enterprise strategic management analysis tools.The third chapter first introduces the current development of ZJLY company mainly including ZJLY company's organizational structure,strategic planning,business status and business layout,and then puts forward the problems existing in the development process of ZJLY company at present,mainly including strategic planning and extensive business.The development is uneven,the human resources management is backward,and the innovation ability is weak.Finally,the causes of problems in the development of ZJLY are analyzed and summarized,mainly including weak strategic management awareness,low management efficiency and unsound mechanism.Under the premise of combing ZJLY's development status and existing problems,the fourth chapter of this paper begins to analyze the strategic environment of ZJLY company,and then analyzes the external macro environment of political,economic,social culture and science and technology,the relevant industry development environment of ZJLY company and the internal environment of ZJLY company.The environment,which focuses on analyzing the company's internal resources and core competencies.Then using SWOT to summarize the advantages and disadvantages faced by the company.Specifically,ZJLY has the advantages of complete qualifications,extensive business and leading technology,but there are also core businesses that are not prominent.The disadvantages of unreasonable resource allocation lack of high-end talents,,and unbalanced business development,ZJLY faces the huge market space,the reform of state-owned enterprises and other opportunities,and the opportunity of economic development mode is also facing the slowdown of macroeconomic development and increasing industry pressure,and the challenge of increasing industry requirements.On this basis,four strategic analysis tables of SO,ST,WO and WT were formulated to prepare for the future strategic planning of the company.The fifth chapter is the formulation of ZJLY's transformation strategy.Firstly,it puts forward the company's vision and mission.Then,according to the company's vision and mission,it put forwards the guiding ideology and principles of ZJLY's strategic transformation and formulates the company-level strategy and specific business-level strategy.In order to ensure the strategic transformation,the sixth chapter puts forward relevant safeguard measures to support the implementation of the strategy.Through analysis and research,this paper believes that the basic positioning of ZJLY's future development strategy is to transform into a comprehensive engineering company."Design Supervision+" as the overall development strategy and design business and engineering supervision business as the focus and starting point to drive the development of the whole industry chain as well as form a strategic plan of innovation,openness,and overall planning,and strive to build an engineering integrated process company from design to construction to management.The strategic layout of different business areas is that the design business as a main business which needs further investment of advantage resources,focusing on building core competitiveness,forming differentiated and differentiated competitive advantages to promote the transformation and upgrading of design business;It is necessary to further consolidate the market superiority of project supervision,project management and project construction business;By relying on BIM technology to improve engineering general contracting business.The competitive advantage is to expand into high-profit and high-potential areas;As the company's development business,the consulting business needs more attention.Increase investment from business management systems,talent allocation,resource input,etc.,and drive the development of design and general contracting business through the development of consulting business.As the company's development business,the equipment business need to strengthen resource input and capacity building,increase business extension,carry out equipment general contracting and system integration business on the basis of existing technology advantages and business.As the company's development business,investment business should mainly deal with business capacity reserve,operation and maintenance business,and it has a good market space,may develop into the company's main business in the future.In terms of ensuring the implementation of-the strategy,this paper proposes that it is better to implement the talent strategy,focus on innovation,strengthen enterprise management,deepen enterprise reform,and promote cultural construction.The innovation of this paper lies in the fact that scholars have studied the strategic management of companies in various industries,but few scholars pay attention to the company that is seeking transformation need formulate a strategic plan which is suitable for its own and is beneficial to enterprise transformation.This study focuses on ZJLY,which is in urgent need of transformation under the new situation.Through the inductive analysis of the company's development status and strategic environment,it presents the opportunities and challenges brought by the external environment faced by the company at this stage,as well as the company's own advantages and disadvantages based on a full understanding of the company's vision and mission.It draws up a strategic plan which is suitable for the company's transformation and development through the strategic planning of the transformation of ZJLY.a state-owned large and medium-sized survey and design company.Through the research on the strategic planning of the transformation of ZJLY,a state-owned large and medium-sized survey and design company,the research results of the transformation strategy of-state-owned survey and design companies have been theoretically enriched,which will provide reference for future scholars in this field and have certain reference value.We take the ZJLY as the research object for it is the benchmark of state-owned survey and design company.Based on the analysis of its development status,development problems and causes,external environment and internal resources,we proposes a strategy which is suitable for ZJLY's transformation and development.It is not only conducive to the development of ZJLY's own strategic planning and business decision-making in the future,but also points the direction for the choice of other small and medium-sized enterprises' transformation strategies.
