According to the requirement of "River Chief System" for real-time and high-definition visualization management of river course in a city of H province,the wireless intelligent video monitoring system is comprehensively studied in this paper.According to the actual geographical environment of a river,a general monitoring system scheme suitable for a river is proposed.The hardware and software of the system are designed,the feasible network security scheme is discussed,and the development trend of intelligent video industry is analyzed.The scene feature extraction algorithm of water resources image monitor in visualization management of river chief system is analyzed and studied.The study of " Sun-track System" in solar power generation to control solar panel's automatic diurnal angle is carried out.In the process of system research and design,the experience and achievements of other video surveillance industries are fully used for reference.Combining with the actual situation of the river course,according to the steps and methods of theoretical research,field investigation and scheme improvement,the 4G network transmission,solar power supply system with "Sun-track System" and intelligent video surveillance system are organically combined.The application scenarios of intelligent video surveillance technology in river chief system are analyzed and studied.The system can solve the power supply problem in the field environment and the bandwidth bottleneck problem in the long-distance real-time transmission of high-definition video data.The system can be applied to the river lengths in various field terrain and harsh environment.The River lengths can monitor the river channel real-time anytime and anywhere by computer or intelligent terminal.The intelligent camera based on computer vision technology and large data AI is more traditional.Cameras can better carry out visual water level calculation,surface floats,river sand dredgers,behaviourism analysis and early warning functions.When the corresponding scenes appear in the video,the system will automatically alarm the river length.The river chief can be viewed and commanded in time,and provide scientific decision-making for the river length.Intelligent front-end analysis can not only detect problems more timely,but also reduce the transmission bandwidth pressure.In the aspect of scene feature extraction algorithm,this paper uses RGB phase image and gray level co-occurrence matrix to study the texture feature extraction algorithm,combines the color and texture features of river image to improve the comprehensive judgment ability,and classifies and identifies the extracted features with SVM,and obtains whether the river is normal,the percentage of deterioration of water body,the size of floating objects and other scenarios.In the aspect of solar power supply,in order to improve the efficiency of solar power generation,the " Sun-track System" studied in this paper compares the real-time acquisition time information of Bedouin navigation system with the position information of solar panel.The system compares the current solar panel angle with the theoretical solar panel angle value through a specific threshold.If the relative error is not within the maximum allowable error range,the system sends instructions to the electronic gyroscope chip to rotate according to the theoretical rotation angle,and controls the solar panels to rotate at the right angle to ensure that the solar panels are at the maximum of the sun at all times,so the solar panels can move with the change of the sun's orientation.Through intelligent video monitoring system,the river environment and safety can be managed scientifically,and the "river chief system" can bring wisdom to the eyes.It can also effectively respond to the new needs of river chief.In the later stage,through further expansion and development,intelligent video monitoring can monitor the river course in real time all day long,escort the work of river length system,and have a positive intention to "River Chief System".long,which can escort the work of river chief system and has positive significance for the "River Chief System"..
