Beijing Renewable Energy Development Policy Research

With the increasingly prominent problems of global climate change and environmental pollution,countries around the world have made energy transformations and increased the proportion of clean renewable energy.China is a leader in the development of renewable energy,and Beijing is the vanguard of the region's development of renewable energy.Therefore,it is important to propose a more scientific and systematic renewable energy development policy to guide Beijing practice.From the perspective of policy tools,the paper constructs the basic policy analysis framework of legal tools,economic tools and information tools according to the characteristics of renewable energy development,and discusses the mechanism of these three policy tools for the development of renewable energy,and At present,the use and effects of renewable energy policy tools are sorted out,and the problems existing in the development of renewable energy in Beijing are analyzed.Secondly,it sorts out the practical experience of renewable energy policy tools in New York,London,and Tokyo,and summarizes the development experiences of major foreign cities and the implications for Beijing.Finally,on the basis of domestic and foreign analysis,it puts forward some suggestions for improving Beijing's renewable energy policy tools.To achieve the all-round development goals of renewable energy in Beijing requires legal tools,economic tools and communication tools to work together.First,improve legal tools,supplement and refine renewable energy laws and regulations,introduce regional renewable energy legislation in Beijing as soon as possible,and strengthen supervision over the development and utilization of renewable energy;second,play an incentive role for economic tools.To consolidate the price policy,stabilize the fiscal subsidy policy,and improve the tax policy for renewable energy;the third is to promote the use of communication tools,and to create a good atmosphere for the development of renewable energy by attaching importance to information disclosure and publicity and education.The choice of appropriate and effective policy tools is the key to the success of renewable energy development.The use of future renewable energy policy tools will also be continuously adjusted and improved according to the actual situation of the Beijing area and the different stages of industrial development.
