Urban rail transit enterprises have the dual attributes of public welfare and enterprise.In terms of public welfare,safety and service is the mission of metro operation and the responsibility given by the government and society.In terms of operation safety,traffic density and service time,we aim to meet people's ever-growing demands for a better life.Therefore,in order to ensure the fulfillment of the two core tasks of security and service,operating enterprises must continuously invest a lot of resources and require government subsidies.In terms of enterprise nature,rail transit enterprises need to create a certain profit space,establish a modern enterprise management model of self-management,self-financing,sustainable and healthy development,and maintain the vitality of the enterprise.In this paper,through comparative analysis of the diversity of domestic and foreign rail transit subsidies,and in combination with the cost structure and development trend of rail transit,a cost-elastic subsidy mode that takes into account social welfare and enterprise benefits is proposed.This model reasonably defines the cost that the enterprise government should bear,and calculates the planned loss line subsidy amount by calculating the break-even passenger volume,so as to achieve the elastic subsidy.For example,if the planned loss line subsidy amount is negative,the enterprise will feed the government,and the positive value indicates the amount that the government needs to subsidize the enterprise.The government has reduced the financial pressure while stimulating the vitality of enterprises,promoting enterprises to strengthen cost control and improve efficiency and efficiency.At the same time,this paper takes shenzhen rail transit operation enterprise as an example,conducts detailed research and analysis on the operation subsidy implementation scheme from three aspects,including system formulation,process design and enterprise management,and gives Suggestions on the implementation of the government subsidy mode.By establishing a scientific and reasonable government operation subsidy mechanism,this paper makes the operating enterprises gain reasonable income.The government reduces financial pressure and increases social benefits.Passengers can enjoy preferential fare benefits and high-quality and safe services to achieve the "win-win-win" status,so as to realize the virtuous circle of sustainable and healthy development of the rail transit industry.The specific research route is as follows:firstly,the data of domestic and foreign rail transit construction and operation,social and economic development,investment and financing are collected,and the characteristics of domestic and foreign rail transit subsidy modes and fare mechanism are analyzed to summarize their operation characteristics.Secondly,analyze the composition and development trend of domestic subway operation cost,evaluate operation pressure,and put forward the imbalance between enterprise and public welfare in the sustainable development of enterprises.Then,by classifying operating costs,the scope of costs borne by operating enterprises is clarified,forms,principles and models of operating subsidies are designed,government financial burden and public consumption burden are taken into account,feasibility is analyzed and government subsidy scheme and implementation mechanism are proposed.Finally,the paper puts forward the advantages and significance of applying the optimal mode to promote the sustainable development of rail transit enterprises,and has practical significance for realizing the balance of interests among government,enterprises and citizens.Figure 22,table 5,7 references.
