In recent years,with the vigorous development of green construction in domestic buildings,the green construction of railway projects has increasingly attracted the attention of relevant construction departments.In particular,the construction of railway green construction evaluation methods has become a hot issue in the construction sector.Since the green construction of the railway is still in the stage of exploration and promotion in China,the selection of the evaluation index of the railway green construction project,the determination of the weight,the division of the index grade standard and the selection of the evaluation model are still immature.Based on the characteristics of railway construction projects,this paper finds that there are many problems in the existing evaluation methods in China,and it has gradually failed to meet the requirements of green development of green construction.In order to encourage construction enterprises to effectively carry out green construction,it is necessary to conduct research on the evaluation method for green construction projects of railway construction.This study firstly outlines the concept,general procedures and principles of current construction project bidding,the basic theory of bid evaluation,as well as the existing evaluation methods and evaluation models,through the comparative analysis of the commonly used evaluation models in the current evaluation.,analyzed their respective advantages and disadvantages.Then,based on the characteristics of railway green construction,based on the traditional evaluation indicators,through on-the-spot investigation,Delphi method and access to a large number of domestic and foreign literature,in-depth analysis and supplement of the technical system elements of green construction,improve the traditional evaluation The standard index system,that is,from the three aspects of basic construction capacity,business capability and green construction capacity,selects comprehensive evaluation indicators,and establishes a green construction evaluation index system with hierarchical structure,so that the evaluation indicators are as Comprehensive,complete and versatile,it is suitable for the evaluation of various railway green construction projects.Finally,in order to fully reflect the green construction plan information in the bidding documents and accurately reflect the comprehensive green construction capability and level of different bidders,a bid evaluation method based on improved PCA-multi-level grey clustering model is established.The bidders of the construction project carry out quantitative research and obtain scientific and practical comprehensive evaluation results,which provide theoretical basis for the evaluation of railway green construction projects and ensure the smooth implementation of green construction.This paper studies the main contents and innovative contributions of the railway green construction evaluation method including the following five points:(1)Based on the traditional evaluation index system of railway construction projects,make up for the elements of green construction technology,systematically screen out the three major indicators of basic construction capacity,business and green construction capacity of railway construction projects,and construct green construction of multi-level railway engineering.Evaluation index system.(2)Based on the improved principal component analysis theory,through the dimension reduction of the multi-level green construction evaluation index system,the useful information in the bidding documents can be utilized to the maximum extent,and the comprehensive evaluation results can be simplified by simplifying the calculation process.The efficiency of the bid evaluation process has been greatly improved,and the ranking of the winning bidders has been quickly achieved.(3)Based on the grey clustering theory,a multi-level grey clustering evaluation model is established to further evaluate the green construction level of the winning candidate.Since the improved PCA only achieves the ranking of the winning bidders,it does not accurately reflect their green construction level.Moreover,there are many indicators for green construction.It is not necessary to meet the requirements of all indicators to be called green construction.The grey clustering method fully exploits the grey information by studying the internal relationship between the internal data of the document.This method is more suitable and accurate than other qualitative and quantitative methods.(4)Based on the traditional bid evaluation process of the construction project,re-construct the railway green construction bid evaluation process.On the basis of the conformity response and substantive response assessment of the bidders,the evaluation process firstly evaluates the basic construction capacity of the construction unit,and highlights the construction enterprises that have the basic ability to undertake the project and solve the major key technical capabilities.Then,the reviewers will combine the actual green construction project response degree to conduct a comprehensive evaluation of business capability and green construction capability,which is also an important difference in the bid evaluation process for railway projects required for non-green construction.(5)Applying the improved PCA-grey clustering model evaluation method established in this paper to the case of green construction project of Lanzhou West to Zhongchuan Airport Intercity Railway,the results show that the constructed bid evaluation system has good practical application value.The evaluation method has good practicability and operability.
