Study On Compensation Mechanism Of Water Supply Cost For Water Conservancy Projects In JiangSu Province

According to the characteristics of the water fee collection and management system in Jiangsu Province,provincial water supply units do not directly charge water charges for water conservancy projects,and water supply units at the municipal and county levels are responsible for collecting and handing over to the provincial level water supply costs in a certain proportion to compensate the provincial water supply costs.Since 2007,the counties no longer pay water fees to the provincial water supply units,which leads to the water supply costs of provincial water conservancy projects have not been properly compensated in the water revenue for a long time.On the other hand,with the gradual implementation of the water price policy of the South-to-North Water transfer Project in Jiangsu Province,the additional water fee income and the water supply cost after the adjustment of the water price need to be apportioned across the province,so after the introduction of the water price policy,the new water price policy will be added.This paper is based on the principle of compensation for water supply cost through income distribution of water fee and financial subsidy,combined with the theory of property right and water right,the formation and formulation of water price and the theory of cost compensation.Using historical water supply cost data of key water conservancy projects,agricultural and non-agricultural water supply data and water fee income data and related financial subsidy data in recent years,from agriculture and non-agriculture,This paper compares and analyzes the cost of water supply and the income of water charge in two different dimensions,and discusses the compensation mechanism of water supply cost from two aspects: the distribution of water fee income and the financial subsidy.The results of the study are as follows:(1)Using two water supply cost accounting data in Jiangsu Province,the GM(1,1)of the grey time series model is constructed to estimate the water supply cost of the state-owned water conservancy project in recent years,and the corresponding sharing coefficient is calculated according to the water supply assurance rate of agriculture and non-agriculture,and the total water supply cost is divided into the agricultural and non-agricultural water supply costs.(2)This paper probes into the compensation mechanism of water supply cost of state-owned water conservancy projects,which does not include the new project of South-to-North Water transfer Project,studies the calculation formula of water fee income distribution from the point of view of water fee income compensation,and approves all cities,counties water fee income is handed over to compensate the provincial water supply cost reasonable proportion,and then taking the actual water collection cost of the backbone water conservancy project in 2017 in our province as an example,the specific distribution calculation is carried out,and the water supply gap of the water conservancy project is calculated.From the angle of government financial compensation,this paper puts forward the direction suggestion of reforming the financial subsidy of water supply in water conservancy projects.(3)This paper further studies the cost compensation mechanism of state-owned water conservancy projects,which implements the water price policy of the South-to-North Water transfer Project,and studies the calculation formulas of the water fee income handed over to the South-to-North Water transfer Project and provincial water supply institutions from the point of view of additional water fee income compensation.And taking the water fee income data in recent years as an example,the proportion of the cities,counties of Jiangsu Province in the transitional period and the long-term policy has been accounted for in the South-to-North Water transfer Project and the Provincial level.The cost of water supply is compared with the income of new water fee after price adjustment,and the compensation cost of financial subsidy is analyzed.Finally,based on the above research,relevant countermeasures and suggestions are put forward to compensate the water supply cost of state-owned water conservancy projects.
