Urban parking is an urgent problem in the process of urban development,which is mainly caused by the uncoordinated on-and off-street parking.Urban parking supply is limited by many factors such as the layout and location of on-and off-street parking lots.Therefore,it is necessary to rationally arrange the on-and off-street parking lot,coordinate the location of the on-and off-street parking lot,so as to maximize utility of the on-and off-street parking.Firstly,classify the parking lot,and clarify the concept of on-and off-street parking lot and its functional positioning;summarize the layout principle and location characteristics of the on-and off-street parking,and summarize the commonly used parking layout and location model.Secondly,combined with the on-and off-street parking proportion and the growth coefficient of on-and off-street parking demand,the method of forecasting the demand for on-and off-street parking is proposed;according to the limitation of the scale of on-and off-street parking lots,considering the constraints of road network capacity,service level,construction cost and berth setting rate,and combined with the layout principle of on-and off-street parking lots,the layout model of on-and off-street parking lots is constructed.Then,the factors affecting the location of the on-and off-street parking lot are analyzed;the functional community is divided and the location problem is simplified;relevant parameters are set,such as walking distance after parking,parking service measurement and parking service ratio,etc.;the location objectives of the on-and off-street parking lots is coordinated from the parking lot construction manager and parking user's perspective;a two-layer planning theory is introduced,and a two-level multi-objective coordinated location model is established based on the location characteristics of the on-and off-street parking lots,and a solution model based on genetic algorithm is constructed.Finally,taking a city's high-tech zone as an example,the layout and coordination of the on-and off-street parking lots are carried out,and the model is verified.Comprehensively considering the factors such as parking demand,road network capacity,service level,construction cost and berth setting rate,the layout model of onand off-street parking lots is constructed to effectively restrain the scale of on-and offstreet parking lots,which can guide the layout of on-and off-street parking lots from a macro perspective.The multi-objective coordinated location model of on-and off-street parking lots constructed by two-level planning theory is used to realize multi-objective coordination and optimization from the perspective of parking lot construction managers and parking users,and provide theoretical guidance and practical reference for the further coordinated site selection,layout optimization and decision analysis of on-and off-street parking lots.
