In recent years,with the rapid increase in the number of cars in China,the problems of urban road congestion and “one hard to find” have become an increasingly prominent.The phenomenon of “difficult parking” is common in urban center.On the one hand,mainly due to the increasing traffic attraction in the central area of the city,the land use is becoming increasingly tense,makes it difficult to adapt the supply of existing parking resources to the rapidly increasing number of motor vehicles;On the other hand,it is because the parking lot in the central area of the city is difficult to fully utilize,resulting in a large number of idle berths not being able to play their due role,which leads to the difficulty of parking in the central area of the city.Aiming at the problem of inefficient use of parking lot in urban central area,this paper proposes a berth resource allocation method that considers the balanced allocation of overall berth resources and the maximum perceived utility of parking users in combination with the berth sharing strategy.Firstly,it analyzes the demand characteristics of berth resources in different types of building parking lots in urban central areas at different time periods.Based on the actual survey data and existing policies and technical conditions,the feasibility of implementing the “berth sharing” method between different types of building parking lots in the area is demonstrated;Next,design a survey plan combining the RP and SP survey methods,and analyze the factors affecting the driver’s travel choice behavior under realistic conditions.Obtained the direct and indirect causes of various parking-influencing behaviors that motorists have in the process of implementing shared parking.Lay the foundation for subsequent parking behavior analysis;Then,based on the factors influencing the sharing of parking choice behavior among motorists,a structural equation model is constructed to analyze the correlation factors.And based on the utility maximization principle,the berth sharing selection behavior analysis model under the influence of latent variables is established,meanwhile,it used the SPSS.22 software for analyzing regression.The selection behavior characteristics under the parking berth sharing strategy are obtained;Finally,combined with the analysis results of the influencing factors about the parking lot selection behavior,and consider the balanced distribution of parking resources between different types of buildings within the city center,establish a multi-target combined parking berth sharing matching model based on berth fuzzy preference.The design related algorithm is used to solve the model,and the applicability of the model is verified by the case.This paper is mainly aimed at solving the problem of low utilization efficiency of parking resources,combined with the "berth sharing" strategy,considering the overall operation of urban traffic and the subjective perception of the individual travel of the parking lot,propose the corresponding berth resource matching method,It will provide some reference ideas for alleviating the "difficult parking" problem existing in the urban center area at the present stage.
