Research On The Development Strategy Of Changsha Grid Under Government Regulation

Changsha is the capital of hunan province,the core city of the middle Yangtze River,and the pacesetter of the province's economic and social development.Modern grid is an important infrastructure,which supports national economic and social development.Its development level directly affects economic development and improvement of people's living quality.As a leader in the clean energy supply for the whole city,Changsha Power Supply Cooperation of the State Grid should also further identify its strategic orientation in the new era of opening up and emergence.The target of safe,quality,economic,clean grid operation and scheduling management should be achieved in such a macro-environment that the government deepens the regulation of natural monopoly industry,actually ensuring the supply and availability of power,so as to provide unfailing power supply for the local economic development of Changsha and the improvement of its residents' living standard.The main research content and process of this paper are as follows:This paper analyzes the research status of natural monopoly and government regulation at home and abroad,sorting out the development process of China's power industry and the change process of government regulation,and expounds the research method of grid development strategy.Using matrix analysis based on swot-pest method,PEST factors which affect the development of changsha grid were incorporated into the unified SWOT analysis matrix.TOPSIS method was used to conduct simulation calculation and analysis by MATLAB software,and finally the optimal strategic choice for the development of changsha grid was obtained.On this basis,the overall positioning of changsha griddevelopment strategy is made clear,and the design of changsha grid development strategy is carried out.Then the sub-strategies of component development is discussed in detail from four aspects of grid planning,power marketing,power supply service and support system,which are supporting implementation of total strategy.Finally,this paper elaborates the sub-strategies implementing guarantee of changsha grid development strategy to ensure the implementation of the four sub-strategies.By studying the development strategy of changsha grid under government regulation,this paper not only ensures the positioning of social welfare,foundation and guarantee of grid development,but also meets the inherent development needs of grid enterprises under the new situation.Meanwhile,it provides relevant enlightenment and reference for other natural monopoly industries or other urban power grid when formulating the development strategies.
