Research On PPP Project Risk Control Of He-da Expressway In Jamusi

Under the background of the rapid development of urbanization in China,more and more local governments cannot rely on financial inputs to support the huge demand for infrastructure construction.At the same time,with the economy developed rapidly,the reserves of the country's social capital are getting larger.To feed the demand for infrastructure construction and promote the vitality of social capital.PPP(Public-private partnerships)has been an encouragement model for the government to carry out infrastructure construction and operations.The He-da Expressway in Jiamusi also uses the PPP.However,the advantages of PPP model such as improving the efficiency of resource utilization,reducing government debt,and providing supply-side reforms,have not been fully realized.There are many risk and uncertainty factors in PPP projects,risk control has become a key factor affecting the implementation of PPP projects.The risk control research of He-da Expressway PPP project in Jiamusi can improve the implementation effect of the project and provide reference for the risk control of similar domestic projects.This paper discussed the project's risk status from risk influencing factors and risk identification for He-da Expressway PPP project in Jiamusi.The main risks of the project are financing,construction and operation.Through risk identification,the paper discussed the current situation of risk management,the risk management core of the project,the weakness of project's economic,unreasonable risk sharing,imperfect tracking system and the lack of professional person.The paper put forward the risk control principle for the project.Relying on the value for money theory,the risk-bearing section of project was put forward,with which the risk control content of procurement,construction and operation was analyzed,and the risk-taking cost of different stages was settled.The risk-bearing section wascalculated by the PSC and the competitive adjustment.The risk status was indicated by comparing risk-bearing section and risk cost,becoming the basis of risk control step.Through a reasonable risk-bearing approach,the government and social capital of the project undertook their adept risk content.By the risk assessment results,the paper proposed dynamic risk control measures for the project from aspects such as strengthening financing and contract negotiation,contract and cost management,flexible pricing and charging methods,and strengthening transport nutrition and protection.
