in remote areas.In recent years,with the development of China’s economy and the continuous improvement of people’s living standards,it can be considered from the perspective of demand that China’s general aviation short-distance transportation has ushered in a period of rapid development of strategic opportunities.Many countries in China have carried out pilot operations for short-distance transportation.However,due to factors such as domestic and foreign macroeconomic policies,market strategies,corporate development strategies and operational models,the overall thinking of China’s general aviation short-distance transportation development is not clear.How to better develop short-distance transportation of general aviation,improve the accessibility of remote cities,improve the tourism quality of the majority of tourism consumers,break the time limit of ground first aid,and serve the society,economy and people’s livelihood more effectively,becoming a very important one.Urgent research topics.This paper mainly uses comparative analysis method and SWOT analysis method to study,analyze and summarize the business strategy of Xinjiang General Airlines short-distance transportation business.Firstly,this paper reviews the development history of Xinjiang General Airlines.From the basic situation of the company,the overall operation of the business,the specific business scope of the short-distance transportation business and the short-distance transportation operation of the company,the status quo and existing problems of the short-distance transportation business in Xinjiang are analyzed.Secondly,by looking up the company’s internal data,SWOT analysis method is used to systematically understand and investigate the short-distance transportation business development environment,and analyze it from the external economy and industry level as well as internal operation management,so that Xinjiang is short-distance transportation.The development environment of the business;Finally,this paper proposes the business strategy selection and implementation countermeasures for the short-distance transportation business of Xinjiang,in order to achieve the purpose of promoting the development of short-distance transportation business in Xinjiang.Through analysis and argumentation,the paper draws the following conclusions:(1)At present,the short-distance transportation business in Xinjiang General Airlines mainly includes three major businesses: commuter aviation,low-altitude tourism and medical rescue.The short-distance transportation business in Xinjiang is developing rapidly,and the scale of operation is expanding,but there is still management.Problems such as single model,high operating costs,weak service capabilities,and narrow financing channels.(2)Through SWOT analysis of Xinjiang General Airlines short-distance transportation business,it can be concluded that Xinjiang General Airlines has operational advantages,flight and maintenance team advantages,technical advantages and safety management advantages;in terms of disadvantages,it is reflected in high operating costs and fewer aircraft seats.The fleet size is small,the marketing ability is weak,and the management talents are lacking.In terms of opportunities,there are five opportunities in the market: strong market demand,expanding industry scale,continuous improvement of policies,broad market prospects and the tourism market.In terms of threats,there are threats to inadequate airspace management reform,fierce competition in the industry,more alternatives,weak bargaining power of suppliers,and low consumer acceptance.Through the comprehensive analysis of internal advantages and disadvantages and external threats and opportunities,considering the reality that Xinjiang General Airlines short-distance transportation business needs to rapidly improve its operational level,this study believes that Xinjiang General Airlines short-distance transportation business should choose the SO strategy,that is,seize the development opportunity and base itself on Advantages,the integration of its own advantages and resources,occupying the right to speak in market competition,and expanding the market share of short-haul routes in Xinjiang and Inner Mongolia.(3)Based on the development status of Xinjiang short-distance transportation business,Xinjiang.short-distance transportation business should follow the principle of differentiation.For commuter aviation + low-altitude tourism business,the location conditions,environmental resources and economic base should be comprehensively analyzed,according to the characteristics of the scenic spot.Reasonably select the type and model of the operating aircraft,select the appropriate low-altitude tourism industry development model,strive to reduce the project operating costs,develop low-altitude tourism market according to local conditions;for commuter aviation + emergency rescue business,should consider the current population is relatively large,there must be Busy airport with mature passenger traffic and conditions.In the future,according to the development of transportation volume,airport construction,airspace resources,etc.,it can be gradually transferred to the general airport to better play the role of general aviation.(4)Xinjiang General Airlines should optimize the existing short-distance transportation business strategy from six aspects: improving route network layout,rational allocation of human resources,strengthening
