China has experienced 40 years of rapid development after the reform and opening up,the economy has entered a new norm,the structural adjustment is being steadily.At the same time,macroeconomic growth has been stable and the scale of market economy has slowed down,turning to a higher pursuit of quality and efficiency.Under extensive management,the growth of traditional construction industry was weak.Only by promoting supply-side structural reform as the main line,speeding up the adaptation to new needs,integrating new technologies,getting rid of inefficient extensive growth mode,and transforming and developing,can the modernization of construction industry would be promoted and realized.At the beginning of 2017,the state required " the establishment of a unified and open market and the breaking down of regional market access barriers ".It means that local barriers will be broken,a unified and open construction market will be established.However,the scale of construction enterprises in China is in the shape of a pyramid.Most of the enterprises at the top of the pyramid are state-owned enterprises,with high output value but low efficiency,heavy burden on enterprises and low production efficiency per capita.Faced with the widespread problems,the reform of state-owned enterprises is imperative,and it is urgent to strengthen the internal control mechanism of enterprises,promote the optimal allocation of resources,and improve cost management.At present,the cost management of domestic enterprises is multi-formal,mainly as follows:(1)Enterprises pay too much attention to the management of total cost,while ignoring the linkage effect between cost management and progress.The lag of cost management is significant,and it was infeasible to provide suggestions for the construction process in time;(2)The cost management system needs to be improved,and only the cost analysis could be performed regularly,and real-time analysis cannot be performed.While the cost was abnormal,it was often too late;(3)The division of power,responsibility and profit of cost management was unclear.When problems arise,the phenomenon of pushing was quite serious.This paper selects earned value to combine cost management with schedule monitoring.To establish an organizational breakdown structure,to implement cost management in part,to build a cost early warning system,to manage the cost situation in real time,to use the rainbow early warning map,and to display the cost changes in real time,which can be compared with other projects to propose optimization.Company A for field case study was considered,learning the management structure of Company A,while the cost management system and operation process were comprehend.The problems in Company A's cost management were discovered,then the most representative ones to start in 2014 was selected as an example.The property project would be carried out the inspection of the cost warning system.The author selects 10 projects of the same nature as Company A and the Chinese Academy of Engineering,conducts statistical analysis of historical data,calculates early warning indicators,and establishes a rainbow early warning map.Finally,the multi-phase data of another Jinyang Primary School,which was started at the same time as the Chinese Academy of Engineering and completed at the same time,was placed in the model for simulation comparison verification.Based on the above designed research,the thesis was divided into several parts: the first part was the background and research significance of the analysis of cost management;the second part was the literature review,introduces the project progress monitoring andthe cost management method of construction project,and finally introduces cost warning related research.The third part summarizes three theories,which contains namely the construction project management theory,the construction project cost component,and introduces the basic theory of earned value management.The fourth part introduces the basic situation of Company A and the current situation of construction project cost management,selects the reason of Company A's Zhongwuyuan project for research,and pointing out the main problems existing in A company's cost management.The fifth part was to build a cost warning system for company A,to build an operation platform,to determine early warning indicators,to set warning lines,draw rainbow maps,conduct analysis,and propose solutions.The sixth part was to summarize the research findings and countermeasures of the full text,then put forward the research shortcomings and prospects.The cost warning of the project was a extremely crucialcost management content in the whole project management science.In terms of application,the expected contribution of this paper was shown(1)Through the study of the early warning analysis of a construction project,earned value management used in the construction project cost management,establish early warning problem processing scheme of database,can be in the company in the future dealing with the risk of cost management to give strong support,and can be Shared and to use in the industry.(2)The rainbow early warning system established in combination with company A's own situation is operable and improves the cost management level of company A to some extent.Due to the rush of time,the main shortcomings of this paper were shown as follows:(1)The sample of the cost warning system constructed in this paper is selected as the project management economic responsibility system.It does not apply to projects that implement project management target responsibility system.(2)The sample size of this paper was only 10,and the sample size selected was not large enough.The migration effect of the established cost warning system has yet to be verified.(3)Only the progress monitoring and cost management of the construction project were considered,and the reliability of the conclusion was reduced invisibly in order to take into account the quality factors of the construction project.
