Water has important strategic significance.Safe drinking water supply is related to people's life and health,the smooth operation of society and the green development of economy.However,with the problem of water pollution becoming more and more serious,the traditional water treatment process is difficult to effectively guarantee the safe and stable production and supply of drinking water.Under this background,water treatment technologies such as pretreatment technology and advanced treatment technology are gradually applied to the upgrading of existing waterworks and the design and construction of new waterworks.Water supply plant is an important part of drinking water safety guarantee system "water source-water plant-pipe network-user".The operation and management level of water supply plant is directly related to its ability to ensure safe water supply.During the Eleventh Five-Year Plan and the Twelfth Five-Year Plan,some research has been carried out on chemical pretreatment process,but there are some deficiencies in the technology of operation and management of chemical pretreatment process,which restricts the establishment of the process standardization system and limits its wider application.Based on the national "13th Five-Year Plan" water project "Key Technologies Assessment and Standardization Research of Pretreatment Process Operation Management in Urban Water Supply Plants",this study combs,condenses and evaluates the key technologies of chemical pretreatment process operation management,so as to promote its application and long-term development.Firstly,the technical contents related to the operation and management of chemical pretreatment process are analyzed and condensed.The chemical pretreatment process was systematically analyzed,and four pretreatment agents,ozone,potassium permanganate,chlorine dioxide and powdered activated carbon,were summarized in terms of application scope,technical conditions and technical efficiency.On this basis,the key technologies of operation and management of chemical pretreatment process in water supply plant are condensed,including water quality analysis,mode selection,parameter adjustment,equipment maintenance,personnel training,system construction and so on.Secondly,technical assessment was carried out.On the basis of the previous paper,the comprehensive evaluation index system of chemical pretreatment process is constructed by taking practicability,stability,systematicness,economy and innovation as the first-level indicators,and further subdividing the second-level indicators and the thirdlevel indicators.Applying analytic hierarchy process(AHP),the weights of the first-level indicators are obtained by expert scoring and matrix calculation.Combining with the scores of the third-level indicators,the final scores are obtained by weighting calculation,and the technical characteristics of the four chemical pretreatment processes are evaluated.At the same time,the technical optimization evaluation was carried out,and the development potential of the key technologies of operation and management was clarified,which provided the basis for technical optimization and standardization work.Finally,an example of water supply plant is evaluated and validated.To carry out field investigation and interviews with people in urban water supply plants using chemical pretreatment process,collect necessary water quality data,understand the operation mode of water pretreatment process,production management system and other related information.The reliability and practicability of the comprehensive evaluation system are preliminarily verified by technical evaluation at the production level of waterworks.
