| In such an era when China’s "Belt and Road" initiative is put forward and countries from all over the world are vigorously engaged in the development of renewable and green energy,small hydropower(SHP)featuring economic development,mature technology and high flexibility stands out from varieties of renewable energies and is highly accepted by the international community.Along with the development of the new SHP-oriented diplomatic ties between China and other countries along the Belt and Road,Chinese contractors for SHP projects are now faced with many unexpected difficulties and complicated situations.Therefore,how to adequately evaluate and effectively control the risks existing in the implementation of the projects has become the key to the success of the projects.Based upon the existing research findings,and some specific cases from countries along the Belt and Road,and taking into account of the complex situations of the country where the project is located,this paper presents an in-depth analysis about the risks confronted by the Chinese SHP project contractors in implementing overseas project,as well as a fuzzy comprehensive assessment model based on combination of Fuzzy Mathematics and Analytical Hierarchy Process(AHP),which helps increase the level of accuracy in assessment.Besides,the application of the model in specific project cases will be dealt with in this paper to prove the practical operability of the model in risk analysis and assessment.The final part of this paper deals with the counter measures adopted by the country,industries and enterprises in coping with the risks arising from the overseas SHP projects conducted in the countries along the Belt and Road,which will guide us in intensification of SHP-oriented diplomacy,regulation of SHP market,and promotion of overseas market for enterprises.There are striking risks relating to geopolitics,legislation,economy and social environment in the countries and regions along the Belt and Road.The study and comparison among three key countries along the Belt and Road in this paper reveal that those risks share similarities despite of their own peculiarities,which serves as both theoretical proof and past experience for Chinese SHP project contractors in implementing overseas SHP projects in the countries along the Belt and Road.A reasonable risk assessment model helps Chinese contractors in realization of scientific,precise and systematic risk management in overseas project,improvement of level and efficiency of risk management and competitiveness of Chinese enterprise in the global market,thus ensuring the implementation of "Go Global" policy for Chinese SHP contractors. |
