Research On The Subsidy Policy On New Energy Vehicle In Japan

On the basis of considerations of energy structure reformation and countermeasures to environmental pollution,Japan launched the layout of new energy industry during the two Oil Shocks,and the new energy vehicle industry has been accordingly on the rise since then.It is out of question that an emerging industry has to be confronted with many obstacles without the support and guidance of national policies.With the purpose of backing up the development of new energy vehicle industry,the Japanese government has formulated a battery of subsidy policies,which has promoted the sector to the leading level of the world.Via the analysis and research on the subsidy policies as well as their influence,this paper believes that Japan’s successful practice is of a certain practical significance in China’s future development of NEVs.This paper,on the strength of elaborating the background and development course of Japan’s subsidy policies on new energy vehicle industry,firstly analyzes the systematic foundation and operation mechanism of the policies,and points out that Japan has issued a series of laws and strategic plans,which make the policies more purposeful and provide the implementation of the policies with legal supports.Meanwhile,relying on its highly efficient operation mechanism,the Japanese government has effectively promoted the development of NEVs through ensuring the smooth operation of subsidy policies.Secondly,this paper explores the contents of subsidy policies in detail from the perspectives of R&D,consumption and infrastructure construction,believing that the policies,taking all links into account,are relatively comprehensive and systematic.Additionally,the concrete contents of the policies are designed in line with the status quo of the industry and the market,further boosting the development of the NEV sector.Thirdly,combined with historical data,this paper analyzes the influence of subsidy policies,deeming that Japan’s NEV industry indeed takes its place in the front ranks of the world in the aspects of technical level,market development and infrastructure construction under the auspices of the subsidy policies.Finally,this paper summarizes the experiences of the operation of Japan’s subsidy policies,and submits proposals for China’s relevant policies on NEV industry based on domestic situations at present.The development of Japan’s subsidy policies on NEV industry and their effects may serve as significant reference for the growth of China’s NEV industry in future.Currently speaking,China’s NEV industry flourishes,and the enactment as well as implementation of relevant subsidy policies are at a critical stage of transformation.This paper,based on Japan’s success,China’s annually decreasing subsidies,double-point system,insufficient advertisement and inadequate supervision,attempts to offer some viable suggestions.In addition to strategic guidance at a higher level and excellent legal instruments that make the subsidy policies more suitable for the current situation,the further development of China’s NEV industry in the future also requires transparency,fairness,effectiveness of the subsidy policies as well as better publicity,so as to encourage the rapid development and strengthen the international competitiveness of the sector.
