| Japan is scarce in natural resources and has been highly dependent on imports for energy.The Middle East is rich in oil,natural gas,and other energy sources,occupying an important position in the world energy market.After the first oil crisis,Japan realized the importance of Middle East oil for its own development and began to develop friendly relations with the Middle East.With the changes in the domestic and international environment,during the Abe cabinet period,Japan actively deepened its energy cooperation relationship with the Middle East.Strengthen communication and coordination between the two sides and multiple parties in strategic decision-making through bilateral and multilateral dialogues.At the same time,on the basis of strengthening cooperation in fossil energy such as oil and natural gas,we will use our advanced technology to carry out cooperation with countries in the Middle East in the field of new energy such as solar energy and wind energy.On the whole,Japan has effectively promoted the realization of national interests in various ways to a certain extent.Although there are constraints in Japan’s energy policy advancement,Japan will continue to deepen its energy relations with the Middle East.In addition,Shinzo Abe is currently Japan’s longest serving prime minister,and as the reigning Liberal Democratic Party prime minister,the energy policies adopted by Japan during his tenure have a certain consistency and representativeness.Therefore,this thesis will be divided into four parts to discuss.The first part introduces the background of Japan’s Middle East energy policy during the Abe Cabinet,including the development process of Japan’s relations with the Middle East after the first oil crisis,as well as the domestic and international energy situation faced by Abe before taking office.The second part elaborates and summarizes the content and characteristics of Japan’s Middle East energy policy during the Abe Cabinet period,including conducting bilateral and multilateral dialogues,strengthening fossil energy cooperation,and expanding new energy cooperation;The characteristics include a wider range of cooperation levels and fields,the imbalance in treating Middle Eastern countries,and the pursuit of energy policy independence and coordination of the Japan-U.S.alliance relationship.The third part deeply analyzes the formation reasons of Japan’s Middle East energy policy during the Abe Cabinet period,and discusses them from the international and national perspectives.The fourth part analyzes the impact of Japan’s Middle East energy policy during the Abe cabinet period on Japan and the Middle East.At the same time,based on the above analysis of Japan’s Middle East energy policy during the Abe cabinet period,it further explores the development trend of Japan’s Middle East energy policy. |
