Research On The Development Path Of Tianjin International Aviation Logistics Center Under The Background Of Free Trade Port

In 2017,the National Development and Reform Commission and the Civil Aviation Administration jointly issued the “Implementation Opinions on Promoting the Coordinated Development of Civil Aviation in Beijing,Tianjin and Hebei” and proposed to build Tianjin into an international aviation logistics center in China.In 2018,General Secretary Xi Jinping proposed to give the free trade pilot zone greater autonomy in reform and explore the construction of a free trade port.As a specific international trade carrier and policy tool,the free trade port attracts the accumulation of high-end production factors in the world and effectively raises the level of foreign trade development of a country(region).It is being used by more and more countries in the world(regional)adopted.Starting from the theory of free trade,the free trade port and the international aviation logistics center are defined on the basis of the literature research and international conventions of the predecessors,and the general institutional arrangements of the international free trade port are sorted out.The research shows that the free trade port promotes the international aviation logistics center from four aspects: freight infrastructure,cargo structure,operational efficiency and industrial cluster.Based on this,establish an index system for the development of international aviation logistics centers under the background of free trade ports,and use the Interpretative Structural Model(ISM)and Matriced’ Impacts Croises-Multiplication Appliance a un Classement(MICMAC)to derive the development of international aviation logistics centers in the context of free trade ports.The hierarchical structure and driving force of the influencing factors,and the influence of the analysis index factors on the development path of the international aviation logistics center.Then it analyzes the development status of Tianjin International Aviation Logistics Center,and combines the previous literature research to judge that Tianjin International Aviation Logistics Center is in the development stage,and draws on three typical international development paths to determine Tianjin International Airlines in the context of free trade port.The logistics center is a “synchronous development path”.Finally,the development premise,overall development path and the development goals and specific development paths of Tianjin International Aviation Logistics Center in the three stages of the initial,medium and long-term are presented.
