Power grid planning is an important part of power system development,and the prospects of power grid development are directly affected by the quality of planning work.The provincial power grid company planning department will involve a large number of candidate power grid planning projects in the short-and medium-term planning process.In the case of limited investment funds,it is necessary to selectively invest planning projects to meet the power supply requirements and the development requirements of the power grid.Especially in the new situation of economic and social development and power system reform,power grid development will face more uncertainties.The development of grid company planning work will be profoundly affected by the macroeconomic situation,power supply reliability supervision,power generation side energy structure adjustment,transmission and distribution price reform,etc.The grid company has changed from a relatively extensive development model focusing on electricity sales and accelerating scale growth to a precise and lean development model pursuing the maximization of comprehensive benefits.At present,in the engineering practice,the construction decision of the power grid planning project mainly relies on expert experience,focusing on investment cost and load development demand.And the reference evaluation index used for project selection evaluation work is relatively simple and lacks unified standards,usually with strong subjective color,giving rise to results vary from person to person,which makes it difficult to guarantee the logic,objectivity and accuracy of the results.Based on this,according to the situation and challenges faced by power grid development,this paper proposes an investment decision method for power grid planning by using combination optimization model and comprehensive evaluation method:By using the optimal combination model of power grid planning studied in this paper,the power grid library formed by the provincial grid company's medium and short-term grid planning is initially screened,and the combination of projects with optimal comprehensive benefits in a given fund is obtained.However,for the reason that the medium-term and short-term planning is for a certain construction period,there is also a certain time span for the arrival of project construction funds,it is difficult to realize that the optimized combination of projects will be put into full construction at the same time.Therefore,it is necessary to use the comprehensive evaluation method of the power grid planning project to comprehensively evaluate the planning project to obtain the ranking of the project,and arrange investment and construction for the preferred combination of projects according to the satisfaction of the construction fund.
