| Coal loading project in Huanghua port is mainly responsible for coal launching and transferring,the continuous growth of coal throughput also makes it particularly urgent to further control the corrupt risk.In recent years,there was a report on favoritism in the loading process in the port of huanghua,followed by a case of discipline violation in which the temporary worker asked for bribes from the shippers who arrived at the port to load coal.According to the "iceberg theory" in management science,the occurrence of the above two incidents indicates that there are prominent corrupt risks hidden in coal loading and unloading projects,which need to be identified,evaluated and effectively prevented and controlled.This paper starts with the introduction of the project in Huanghua port,introduces the development status of the project and the content and characteristics of the project corrupt risk.Combined with the development results and literature of existing risk management theories at home and abroad,this paper attempts to put forward an application scheme to prevent and defuse the risk of corrupt in this project.This article on the project on the basis of investigation and risk identify four aspects twenty-four points,then,using the fuzzy comprehensive evaluation method,the research to determine project corrupt risk level of evaluation index and evaluation,to determine index weight and the fuzzy evaluation matrix,and fuzzy calculation,finally it is concluded that project risk for corrupt prevention and control key area and the level of risk.On this basis,the actual risk existing in the project was carried out in a coordinated and reasonable risk sharing among the components,and targeted prevention measures were put forward to avoid and control the risk,so as to provide guarantee for the development of the project of Huanghua port.The research ideas and conclusions of this paper can not only provide valuable solutions for the corrupt risk assessment and control of coal loading and unloading project in huanghua port,but also provide reference for other similar enterprises. |
