The development of waterway is considered as the starting point and standing point of the development of shipping industry.In order to improve the waterway environment and enhance its navigation capacity,relevant departments have carried out waterway regulation projects.However,due to the fact that the projects have a high level of concealment and involve multiple factors,it is quite hard to dynamically track,manage and supervise its quality.Therefore,in order to solve this issue,it is necessary to establish a scientific and effective index system for the comprehensive evaluation of waterway regulation engineering quality,and select the appropriate quality evaluation method.To provide relevant departments with scientific basis for making reliable and effective decisions,which further promote the quality level of waterway regulation project:The research in this paper has been carried out under this premise.(1)This paper takes the waterway regulation project as the research object.After reviewing national standards and literature,a preliminary index set was established according to the index selection principle.Through the platform of Zhejiang Traffic Construction Engineering Supervision Authority,a number of experts from multiple provinces across the country were investigated in the form of questionnaires.The results of the survey were summarized,synthesized and analyzed,and the set of index was modified and selected using mathematical methods.The final index system for the comprehensive evaluation of waterway regulation engineering quality was settled after an expert meeting.(2)The methods of detecting qualitative indicators and quantitative indicators are also discussed.By comparing the commonly used method of determining index weight,it is clarified that qualitative indicators will use analytic hierarchy process(AHP)to calculate the weight value,while quantitative indicators will adopt a combination of AHP and entropy method.The weight of each index is calculated using the collected objective data and subjective data.The process of calculating part of the indicators are demonstrated.(3)Based on AHP-Entropy weight method,the fuzzy comprehensive evaluation method is selected for assessing the regional waterway regulation engineering quality.The weight vector and the membership matrix are synthesized by using a weighted average operator.The quality of a regional waterway regulation project is evaluated and rated based on the relevant evaluation criteria.(4)Taking the waterway regulation project in Changxing area of Huzhou City,Zhejiang Province as an example.By using the established index system and selected evaluation method,the overall quality condition of the waterway regulation project in this area is comprehensively evaluated and rated.The scientific and feasibility of the evaluation method is verified by the state of capital investment and the degree of government attention in this region.
