At the 75 th session of the United Nations General Assembly in September 2020,President Xi Jinping declared the "carbon peaking and carbon neutrality" goals,which make it crucial to quicken the pace of energy restructuring and encourage green and low-carbon development.As the "carbon peaking and carbon neutrality" goals deepens,the proportion of clean energy access will rise significantly,wind energy as a clean low-carbon energy has been widely developed and used,and gradually as the main energy source to replace the traditional high-carbon coal power.In order to better direct future wind power project construction and strategic energy development planning,it is necessary to conduct post-implementation evaluation of completed projects,summarize the excellent experience in the project implementation process,and identify the problems in the planning,construction,and operation stages.Firstly,based on the theory and method of the post-project evaluation,this paper constructs four first-level indexes of the post-project evaluation index system of wind power project through a large number of literature induction and the analysis of the actual process of the wind power project construction,that is,the evaluation of implementation process,the evaluation of economic benefits,the evaluation of impact,and the evaluation of sustainability,according to the evaluation focus and the boundary conditions of the indicators,the four primary indicators are further subdivided into nine secondary indicators and thrty two tertiary indicators.Secondly,the index weight of each level is determined by AHP,and the comprehensive weight of the three-level index is obtained by modifying the index weight of put-into-operation by entropy weight method.By means of fuzzy comprehensive evaluation method,experts in the field are invited to score the performance of L wind power project,and the overall performance of the project is determined to be "Relatively successful".Finally,based on the evaluation results of L wind power project,the performance of each index of the project is analyzed one by one by using the comparative analysis method,the bright spots are summarized and the deficiencies are found.Since the L wind power project has been put into production,although it has a good profit level compared with the preliminary design,there are still some problems such as equipment quality defects,construction quality control is not strict,and the project overdue results in the increase of cost,etc.,there is a large optimization space.Therefore,this paper gives suggestions for improvement from several aspects,such as strengthen the market policy research,bold choice of new technology,optimize construction technology,acceptance and maintenance quality,improve the ability of bid control,strengthen ecological protection,improve the level of fine management and actively building a modern energy system.At the same time,through comparative analysis,it was verified that the evaluation results of the combined weighting method were more consistent with the actual performance of the indicators of the project,and the reliability and validity of the evaluation results were higher,which,to a certain extent,put forward new ideas for improving the post-evaluation system of wind power projects.To provide reference for the later operation of L wind power projects and similar new wind power projects in the investment decision,start-up construction and commissioning phase.
