Education equity has become an important proposition at present,which is related to the comprehensive realization of the country's comprehensive well-off society.The fairness of educational facilities is an important part of educational fairness.Among all kinds of public service facilities,the planning of educational facilities for basic education has become an important proposition and a sensitive topic of concern to all sectors of society.China's research on educational facilities mainly focuses on sociology,education,management,etc.,and the research field of planning is relatively narrow.The main hotspots of research in various disciplines are the spatial layout of schools,the allocation of educational facilities in schools,and the standards of educational facilities.Wait.In 2015,Putuo District of Zhoushan passed the national balanced compulsory education development and unified county acceptance,and became the first district in the province to realize the basic modernization of the whole field education.At present,the main indicators of the development of basic education in Putuo have leapt to the middle and upper levels of the province,and some indicators rank among the top in the province;the age of education for school-age students has reached more than 16 years.Putuo District currently has 16 elementary schools and 8 junior high schools.Although the overall development of basic education in Putuo District is good,the issue of educational facilities is still outstanding.Systematic research on it will help to provide relevant reference.Taking the Putuo District of Zhoushan as an example,this paper studies the status quo of basic education facilities allocation based on social needs and actual observations,and proposes corresponding optimization countermeasures based on this.This paper consists of six parts.The first part is the introduction.It is elaborated from the research background,research significance,research content,research methods and technical routes.The second part is related concepts,research summary and theoretical basis.The third part is urban obligations.The social fair evaluation of the spatial layout of educational facilities is elaborated from the aspects of overall evaluation ideas,characteristics of basic educational facilities,unfair distribution phenomena and factors affecting fairness,and principles of evaluation methods.The fourth part is the spatial distribution of compulsory education facilities in Putuo District.The evaluation analyzes the current situation of Putuo;the fifth part is the fairness construction strategy of the spatial layout of compulsory education facilities in Putuo District,which is elaborated from the cognitive level,planning level and management level;the sixth part is the conclusion and outlook.
