| As the spatial carrier of educational services,basic educational facilities are the key to ensure the normal operation of society.The equal distribution of educational facilities is an important guarantee to realize the equality of education and improve the quality of life.With the rapid change of population structure and the difference of urban development process,the distribution of urban basic education resources is faced with the realistic problem of low service efficiency.Therefore,it is necessary to focus on the equalization of educational service quality,that is,from simply pursuing the growth of the quantity and scale of educational facilities to paying more attention to the balanced allocation of educational facilities in regional space and the benign interaction between them and surrounding residential areas.However,because the distribution of educational facilities is restricted by many internal and external factors,it is still difficult to realize the equal distribution of educational facilities.Therefore,new requirements are put forward for the rational allocation of basic education resources.This study establishes the spatial relation between supply and demand from the two aspects of equal distribution and equal efficiency,and makes an in-depth analysis on the level of equal access of education services,thus providing theoretical basis and technical support for the optimization of the layout of basic education facilities.This study takes nanan district of chongqing city as a case to evaluate the distribution equalization,and USES geographic information system to analyze the spatial characteristics of equalization.Study first from the judgment of equal education facilities,the implementation process and the value orientation of equalization to build the theoretical foundation of the basic equal education facilities,according to the characteristics of the spatial correlation of equal education facilities from the equal distribution of the associated form and associated states equal equal efficiency two aspects to construct evaluation system,according to the results of the empirical evaluation of nanan distract,from three aspects: society,planning,market analysis is not equal,the cause of formation of equal and puts forward the layout optimization idea.The results show that :(1)the balance between supply and demand of basic education facilities is the key to solve the inequality problem,so an evaluation system of equal distribution and equal efficiency is established according to the characteristics of the form and state of spatial correlation between supply and demand.(2)the degree of equalization of distribution of educational facilities is revealed mainly through service accessibility,service effectiveness and clustering rationality.The mismatch between service effectiveness and demand mainly exists in outer and inner suburbs,which is reflected in the difference in service coverage and school-age population,and has an obvious relationship with regional development level.Taking nanan district as an example,guangyang town and yinglong town only covered 3% of the school-age population with the service coverage validity of 1.5,while changsheng street in the inner suburbs only covered 14% of the school-age population with the service coverage validity of 0.5.Considering the effective service range per capita,facilities in the old city and the outer suburbs are obviously insufficient,and 60% of the streets in the south bank are below the average level,which is in a state of unequal distribution.(3)the equalization degree of the efficiency of educational facilities is explained mainly through the standardization of services,the bearing capacity of services and the coordination of allocation.The bearing capacity of outer suburbs and new districts is far lower than the average level.The resource allocation level of the new district and the central district is highly coordinated with the educational demand,while the old district and the inner suburbs are relatively low,and the service efficiency is obviously unequal.(4)from the comprehensive matching of equal distribution and efficiency,the equalization of the central urban area is significantly higher than that of the old urban area and the outer suburbs,the imbalance of the distribution of the new district is more obvious,and the closer to the inner suburbs,the more prominent is the lag in the allocation of educational resources.(5)the inequality of basic education facilities is affected by a variety of factors,including spatial differentiation of residential population,difference in time sequence of land use and construction,and difference in educational choice. |
