The Study On The Cost Allocation Mechanism Of Central Electric Heating

According to the strategic thought of promoting energy production and consumption revolution put forward by general secretary Xi Jinping,it is an inevitable trend for China to realize energy transformation and build an ecological civilization society to promote clean heating.Central electric heating is a heating method that uses electric boilers to convert electric energy into heat energy and transfers heat to a certain range of users through the heating network system to meet the heating demand.It is featured by energy saving,environmental protection and comfort.And it is an important measure to implement the central government's requirement for clean energy heating in winter,alleviate air pollution and promote the reform of energy supply side.Based on the project of central electric heating in ChongLi of Zhang JiaKou,this paper analyzes its heating cost and financial benefit,and puts forward the cost problem of popularizing and implementing central electric heating under the restriction of current electricity price and heat price.In order to dredge the cost pressure of electric heating,this paper first defines the cost allocation,proposes the starting point and principle of allocation,analyzes the multiple participants of electric heating based on the reform of power system and the current electric heating related policies in China,and then proposes the main channels of cost allocation.Then,based on the analysis of the main channels of cost allocation,this paper constructs the wind power heating operation mode with the core concept of market-oriented transaction.Based on this operation mode,two cost allocation mechanisms are proposed,namely the four-party cooperation mechanism of "government+grid+wind power enterprise+heating company" and the three-party market transaction mechanism of "wind power enterprise+heating company+user".In these two mechanisms,the focus is to solve the problem of profit distribution in supply chain cooperation.For this problem,Shapely method and benefit-sharing contract theory are respectively used to build a revenue distribution model to distribute the profit of supply chain cooperation,and the specific cases are analyzed and demonstrated.Finally,the conclusion is drawn that the wind power heating operation mode with the core concept of market-oriented transaction is an effective way to realize electricity heating.The four-party cooperation mechanism and three-party market transaction mechanism proposed in this paper can effectively apportion the cost of central electricity heating,guarantee its economy and promote the sustainable development of electricity heating.
