The expressway construction is developing rapidly in china.In order to improve management efficiency and project quality,the large-scale highway section has gradually been applied and promoted.Under the large-scale section of the highway,the owners are faced with problems such as financing difficulties,complicated external environment,difficult management and control,and complicated relationship between stakeholders.Because the EPC general contracting mode has the advantages of easy derivation and flexible operation,it is more suitable for large-scale highway section construction management than the traditional contracting mode.How to choose the EPC general contractor has become an urgent problem to be solved.Therefore,based on the related theories of contractor selection,binary semantics,data envelopment,gray correlation degree,etc.,this thesis studies the weighting model based on binary semantics and data envelope combination and This thesis studies the general contractor evaluation model.This thesis combines the characteristics of the large-scale section of the highway and the work content of the EPC general contracting mode,and makes the indicator system as detailed and comprehensive as possible,and strives to distinguish the contractor's differences and can select the contractor.Based on the prequalification review,this thesis attempts to construct an evaluation index system from the two levels of enterprise resources and project resources by summarizing the existing contractor evaluation index system.The traditional indicator system is mostly focused on the contractor enterprise itself.Such as financial,construction and other capabilities,the resources that will be put into the project,such as the personnel to be invested,and the mechanical equipment,are not paid enough attention.This thesis used binary semantics to determine subjective weights and used data envelopes to determine objective weights,determine portfolio weights through linear combination,and make full use of the advantages of subjective and objective weighting methods.The gray correlation degree model has the advantages of high fault tolerance,and the like,and comprehensive evaluation of the general contractor,and then sorting and selecting the best.Through the case analysis,the rationality and applicability of the index system and model adopted in this thesis are verified,which provides a useful reference for the decision-making implementation of actual projects.
