In the context of developing clean energy in China,the upstream and downstream industry of China's nuclear power projects has developed rapidly.Based on a large numbers of engineering practices and good practices in the field of engineering management,nuclear power construction units,nuclear equipment manufacturers and nuclear power operating units have established their own quality management systems in accordance with the relevant national laws and regulations on nuclear safety.There have been some researches on the quality management system of engineering construction under the EPC general contracting mode of nuclear power plants.However,there is a lack of systematic research on the quality control of nuclear power system commissioning under various modes.The commissioning quality incidents reported by the national nuclear security administration(NNSA)in recent years show that commissioning,as the verification stage of construction and installation quality,has some weak spots among the quality control cycles in the nuclear power projects.Therefore,it is necessary to take the key factors that affect the commissioning quality as the starting point,to explore and improve the commissioning quality control system,so as to making up for some research deficiencies in the field of nuclear power project quality management.Based on the important theoretical research achievements in the field of engineering quality management,this paper sorts out the theoretical achievements in the field of nuclear power engineering quality management.In the study,the theory of PDCA cycle nicely applies to the closed loop of nuclear power project quality management process.Therefore,this paper takes the desalting water system commissioning process in H nuclear power project as the research object,and set up desalting water system quality control system to solve the problems during the quality control of system and eliminate remaining items and commissioning defects.Based on PDCA cycle theory,problems are constantly found and analyzed through multiple cycles,and corrective measures are formulated to improve the quality control level and improve the quality control system and ensure that desalting water system meets the predetermined quality objectives and completes the operational handover on time.At the same time,it provides a reproducible system commissioning quality control system for H nuclear power project,clarifies the internal and external commissioning quality control responsibilities,and optimizes the quality management system.The main conclusions of this paper are as follows:(1)PDCA cycle theory is applicable to the field of commissioning quality control of nuclear power projects.(2)The quality control system of desalting water system provides theoretical model for H nuclear project.Taking desalting water system as an example,we fully identify the key problems and weaknesses based on the practice of commissioning quality control.It is of some theoretical significance to optimize system commissioning quality control,lower commissioning quality risk and improve the management ability of nuclear power plant commissioning quality in H nuclear power.(3)The P phase should be taken as the core task of the PDCA cycle process.In the process of the cycle,the P plan is deemed as the core task to find the problem and the reason of them.The implementation and verification are carried out in stages D and C,and then the summary and experience feedback are carried out in stage A,so as to improve the quality in stage P.When entering the next cycle,the efficiency of the cycle will be continuously improved.Due to the similarities in different stages of the project quality control in the nuclear power project,when discussing the expand-ability of PDCA cycle in each phase,it not only can be extended to the engineering design,supply and construction quality control stage but also to the overhaul quality control stage.In this way,an interface can be established among all parties involved in the project,and a unified quality control system of full-scope and full-cycle projects can be established to effectively improve the overall quality of nuclear power,promoting the development of nuclear power industry.
